The Coastal Systems Station, Dahlgren Division, NSWC, intends to issue a Purchase Order to DMS Engineering, 7468 Shadow Bay Drive, Panama City, FL 32404 on a sole-source basis for fabrication of a Multi-Position Test Chair and additional engineering design support for the Vestibular Visual Sphere Device (VVSD). This effort includes the fabrication, functional acceptance testing, installation in the VVSD, and post delivery acceptance testing of the Chair; structural analysis, design, and production of manufacturing drawings for a direct drive electric motor and mount system with an electrical clutch for the VVSD, and; writing an Operations and Maintenance Technical Manual for the VVSD. DMS Engineering personnel have provided support for the design and fabrication of the VVSD from the beginning of the program. Basis for sole-source: It is estimated that use of any other contractor for these efforts would require not less than fifty percent more time and effort due to the duplication of efforts necessary for the contractor to establish the program specific knowledge resident at DMS engineering.
