The USIA/International Broadcasting Bureau (USIA/IBB), Contracts and Procurement Division (B/PA/AC), intends to solicit, negotiate and award a Purchase Order (contract) on a non-competitive basis using Simplified Acquisitions Procedures (FAR Part 13) to Telesat International of Oregon City, Oregon to procure Telesat 7.5M TVRO Antennas Screens. Each set packaged separately and to include "J" clips and stainless steel screws. Qty. 4 each. The TVRO antenna screens being purchased under this proposed procurement will be used to replace the existing screens which are manufactured by Telesat International. These screens are highly specialized items and have to be machined by highly skilled technicians for the proper antenna gain. The replacement screens must fit tightly to the existing 7.5M Telesat antennas which are already installed at overseas USIA/IBB/Worldnet locations. If the replacement screens do not have the proper fit, Worldnet reception will not be of good quality and unacceptable at Agency overseas locations. Therefore, to ensure proper fit of the replacement screens, they must be procured directly from the manufacturer, Telesat International. The statutory authority permitting other than full and open competition that is applicable to this procurement is FAR Subpart 6.302-1(a)(2), 41 U.S.C. 253 (c)(1), which states: "When the supplies and services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for." This Notice of Intent is not a request for competitive price quotations. Interested firms or persons may however, identify their interest and capability to provide the above-stated replacement screens. In doing so however, all such price quotations for consideration must be received by the Government not later than August 27, 1999. A determination by the Government not to compete this proposed Purchase Order (contract) based upon responses to this CBD Notice is solely within the discretion of the Government. Any information received from interested firms/persons responding to this CBD Notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
