This is a notice of intent to negotiate with L3 Communications, 965 Thomas Dr, Warminister PA on an other than full and open competitive basis to purchase 4 ea part # kgr-68b, kgr-68a key generator receiver equipment. These devices must be compatible & interchangeable with existing equipment used in the aircraft. Electrical compatibility concerns the ability of the decryption device to correctly decipher the data received from the encryption equipment installed on the aircraft/missile and to handle tha data rates trnsmitted by that equipment. The device must have the same input and output signals. The government intents to negotiate on a sole source basis with L3 Communications.
