to issue a Request for Quotation (RFQ) for four (4) each Temperature
tunable single air gapped etalon with temperature sensetive spacers
This procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/GSFC intends to purchase the items from Blue Sky
Research, Santa Cruz, CA. The etalon filter must be manufactured such
that the center wavelength matches the Geoscience Laser Altimeter
System (GLAS) laser wavelength (532.213 nm +- 0.005 nm vacuun
wavelength) at the required temperatures of 40.2C +- 0.5C (etalon in
air). The GLAS mission requires temperature tunable etalons with
>90% peak transmission. The etalon must be low weight (less than 600
grams) and rugged (meet MIL-STD-883, method 2007, Condition A) to meet
the space flight and 3 year lifetime requirements of the mission. Blue
Sky, Inc. has the experience of building space qualified temperature
tunable etalon filters similar to this application. These etalons are
currently being used for the GLAS Engineering Model. The required
etalons must have the same form, fit and function as those currently in
use. The Government intends to acquire a commercial item using FAR Part
12. Interested firms have 15 days from the publication of this synopsis
to submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. Fax communications are
acceptable. All responsible sources may submit an offer which shall be
considered by the agency. An Ombudsman has been appointed. See Internet
