for Quotation (RFQ) for Item 1: 1 ea. GrindoSonic Elevated Temperature
Measurement System-ETMTS Type 44 C, for use in upgrading an existing
instrument, that measures the dynamic modulus property of advanced high
temperature materials over a wide temperature range. The system is
impulse excitation based and includes a furnace and related hardware
and will upgrade the current system from room temperature only to
elevated temperature capabilities.; Item 2: 1 ea. associated control
software package necessary to upgrade the current, existing GrindoSonic
instrument from room temperature only to elevated temperature
capabilities. The software controls the furnace temperature and
measurement process and communicates the parameters of the experiment
to the microprocessor, which executes the measurements at user
definable intervals and records the results of frequency and modulus
versus temperature and shows them on the screen, both in numerical and
graphical form. The results,in ASCII format,can be read from a
spreadsheet program.; Item 3: 1 ea. Vacuum Pump with accessories for
use with the elevated temperature furnace that goes with the
GrindoSonic system. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase
the items from J.W.Lemmons,Inc., 3466 Bridgeland Drive, St. Louis, MO
63044-2606. The Authority for other than full and open competition is
10 U.S.C. 2304 (c)(1) -- Only one responsible source and no other
supplies or services will satisfy agency requirements. This authority
is justified as the above items are to upgrade an existing Government
owned GrindoSonic MK5I system, originally manufactured by J.W. Lemmons,
Inc. which is the only supplier of the upgrade equipment and software
which is compatible with the Government owned system. The Government
intends to acquire a commercial item using FAR Part 12. Interested
firms have 10 days from the publication of this synopsis to submit in
writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
10 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. An
