dated 7-8-99 and Modification Submission 355553 dated 7-16-99.
Additional time is needed to prepare the technical documents for
disbursement to potential contractors. Sources are hereby sought that
can provide chemistry/immunochestry cost-per-test or
cost-per-reportable tests for Veterans Integrated Service Network
(VISN) 11 and/or for any other VISN that wishes to participate. VISN 11
includes eight VA medical centers and their satellite outpatient
clinics. The eight medical centers are located in Illinois, Indiana,
and Michigan. Only chemistry/immunochemistry tests are required. It is
the inent of VISN 11 to negotiate blanket purchase agreement(s) (BPA)
under Federal Supply Schedule Group 66, III, Cost-Per-Test (may soon
be Cost-Per-Reportable Test) schedule which is negotiated by the
National Acquisition Center in Hines, Illinois. All current and
potential FSS contractors are hereby invited to submit a request to the
contracting officer listed in this announcement to be allowed
consideration to submit a technical proposal and to demonstrate their
chemistry/immunochemistry equipment to the VISN 11 Technical Evaluation
Panel. Tests required and the technical evaluation criteria to be
utilized by the TEP members will be provided to the requesters on or
before SEPTEMBER 15, 1999. Price negotiations will be conducted only
with contractors who can provide evidence of a contract award under
Federal Supply Schedule 66, Part III, Special Item No. 605-1, Clinical
Chemistry Analyzers, evidence of successful past performance of the
conractor and his/her equipment, and whose equipment can provide
technically-acceptable cost-per-test or cost-per-reportable-test
results. If your firm does not presently have an established FSS 66,III
contract, you are encouraged to contact Mr. Paul Skalman or Cheryl
Ward-Roberts, Medical Equipment Division, National Acquisition Center,
at 708-786-5259 to find out how your firm can become a GSA contractor
under this schedule and ultimately, be considered for a BPA under this
procurement. Requests to be allowed consideration to submit a technical
proposal and demonstrate your chemistry/immunochemistry equipment to
the VISN 11 Technical Evaluation Panel may be faxed to: Marietta Hance,
