The Government intends to solicit and negotiate with only one source, Bloomberg, under the authority of FAR 13.106-1(b) for a subscription to Bloomberg. Bloomberg provides directly connected terminals for realtime and historical financial information, domestic and foreign market data, prices, money rates, economic indicators, business news and analysis, and access to third party providers of data and analysis for current awareness, briefings, and intelligence. The terminals also provide immediate analytical functions for comparing contrasting data with benchmarks to assist in determining market-sensitive rates, fees, and risk assessments. Spreadsheet data can be customized and selected for automatic downloading and updating. The Ex-Im Bank has determined that only Bloomberg can provide a cost-effective mix of exactly relevant data and news -- along with ease of use -- that is required by the Bank's unique integration of financial and economic analysis. The Government intends to issue a Request for Quotation under solicitation number EXIM-99-Q-0015. The period of the subscription is from October 1, 1999 through September 30, 2000. This request for quote will contain clause 52.232-18, "Availability of Funds". The written RFQ will be issued on August 18, 1999 with a closing date of August 25,1999. Anticipated award date is no later than August 30, 1999 and will be made on a purchase order. This acquisition is being made using Simplified Acquisition Procedures for commercial items under the authority of FAR part 12. It is issued as unrestricted.
