The Coastal Systems Station (CSS), Dahlgren Division, Naval Surface Warfare Center, intends to issue an order to Mustang Survival, 3810 Jacombs Road, Richmond, B.C., Canada V6V 1Y6 on a sole source basis. This order accepts the efforts contained in their unsolicited proposal entitled "EXTENTED COVERAGE TORSO GARMENT FOR TACTILE SOLUTIONS TO SPATIAL ORIENTATION" dated 15 Oct 98, submitted to the Naval Aerospace Medical Research Laboratory. CSS is currently teamed with NAMRL on the Tactile Situation Awareness (TSA) Program. The proposed garment provides increased surface area coverage of the human operator to increase resolution and accuracy over the current partial coverage model. This garment is compatible with the existing TSA System (TSAS) equipment that currently interfaces with Mustang Survival=s partial coverage tactile interface garment. By purchasing the new garment from Mustang Survival, the existing TSAS hardware, which cost nearly one million dollars in development, can be re-utilized. Features of these garments that make them compatible with the existing TSAS infrastructure are proprietary to Mustang Survival. Mustang Survival is uniquely capable of providing the particular research services proposed. These garments offer a concept not otherwise available to the Government. This action does not resemble the substance of a pending competitive acquisition. A firm-fixed-price purchase order is anticipated.
