The US Army CECOM proposes to acquire the design and delivery of A-Kit modules for the Kiowa Warrior, Apache, and Comanche aircraft as part of the Multi-function Staring Sensor System (MFS3) Advanced Technology Demonstration (ATD) HTI multi-function laser design effort. The HTI Multi-function laser portion of the MFS3 ATD currently requires 3-D Pro-E drawings and virtual designs for the B-Kit common modules and an A-Kit for the MFS3 mast assembly. This proposed modification to the existing MFS3 contract requires the addition of A-Kit designs for the three aviation platforms and solid modeling. Period of Performance shall be a seven (7) month effort scheduled to begin after contract award. Sole Source award to Raytheon Systems Company, Sensors & Electronics Systems Segment, El Segundo, CA, is intended pursuant to FAR 6.302-1 (b) (1), Only One Responsible Source. Based upon the limited rights in data of the HTI MFL design, Raytheon Systems Company is the only source available capable of providing the3-D Pro-E drawings and virtual designs for the HTI MFL A-Kit modules. Raytheon Systems Company is the only responsible source with the technical and resource capabilities immediately available that can design and deliver the HTI MFL A-Kit 3-D Pro-E drawings, virtual designs, and solid models within the required timeframe. All responsible sources may submit a bid or proposal, which shall be considered by the agency.
