The National Business Center (NBC) within the Department of Interior (DOI) is issuing this request for information for automated software tool(s) to validate, verify, and test a very large, complex mainframe based administrative system. The system is the Federal Personnel and Payroll System (FPPS), and it resides on a 3270 IBM mainframe and is written in Adabas/Natural. The FPPS processes approximately 150K accounts within the DOI, Social Security Administration, and other government entities. Users update the database via on-line screens; the system accepts on-line or batch timesheet submission; and the payroll calculation is processed as a batch job. Reports are generated to the clients, and the clients also have the capability to create ad hoc queries. Due to the number of accounts and complexity of FPPS, it has become necessary to have an independent review of FPPS application changes, before the changes are migrated to the production environment. The purpose of NBC regression testing is to validate that these changes have not negatively impacted the data and/or output, and to ensure that the overall integrity of FPPS has not been compromised. The testing and validation/analysis is to be accomplished within a limited window of time and with limited system and human resources. The NBC is seeking automated tool(s) to assist in performing the tasks defined above. The functions of an automated tool to perform regression testing should include the following capabilities: Modify data for special testing and capture keystrokes, Capture screens and compare the layouts, Compare the data results and produce a difference record, Compare the output results (reports) and produce a difference record, Provide statistical information to include projected risk assessment statistics, and Manage change control. After a compare process has been executed, the same tool should allow the data to be massaged/queried for analysis purposes by business analysts. The tool must be transportable and be easily maintained and used by a non-programmer. Although FPPS runs on an IBM mainframe, the NBC is seeking options to accomplish the regression testing on other platforms (Intel/Windows-NT is preferred). The NBC is also in the process of transferring FPPS into a client/server environment. The automated tools should be able to provide similar capabilities on applications in a client/server environment.
