This is a notice of intent to issue a letter Request for Proposal on a noncompetitive basis in accordance with 10 U.S.C. 2304(c) (1) -- "Only One Responsible Source", to DynCorp Aerospace Operations, 6500 West Freeway, Suite 600, Ft Worth TX 76116 for two one-month option periods, October 1, 1999 through October 31, 1999 and November 1, 1999 through November 30, 1999, under contract NAS5-31046. This proposed aircraft support is necessary for continued aircraft services at GSFC, Wallops Flight Facility. The current aircraft services contract is scheduled to expire on September 30, 1999. This extension is to ensure continuation of services if unforeseen delays occur during the ongoing performance based contract evaluation and selection process. Competition of this contract is not possible due to the short duration of the service period. Award of this extension to other than the incumbent would likely result in disruption ofservices that involves programmatic commitments. Continued services with the incumbent contractor are considered necessary for the safe, orderly, and effective continuation of flight activities. Any firms desiring consideration are requested to fully identify their capabilities to provide these services within 15 days of publication of this synopsis, in writing, to the GSFC/Wallops Flight Facility and individual listed.
