combined synopsis/solicitation/RFP for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are requested and a
written solicitation will not be issued. (ii) This solicitation
document and incorporated provisions and clauses are in effect through
the 1997 reissue of the FAR. (iii) This is a full and open competition
under SIC 7389. (iv) GENERAL INFORMATION: C.1 BACKGROUND: In accordance
with the counter-narcotics National Interdiction Command and Control
Plan (NICCP) dated 1 May 1999, Joint Interagency Task Force (JIATF)
East "will focus on support to participating nation initiatives, and
the detection, monitoring, and handoff of suspect drug targets to
participating nation law enforcement agencies." To accomplish this
national tasking, United States Air Force, Navy, and Customs Service
airborne early warning (AEW) and long-range tracker aircraft fly
sorties in participating nation airspace with participating nation
approval under tactical control of JIATF East. A participating nation
representative, called a "Host Nation Rider (HNR)", must be on board
the aircraft. The HNR relays via radio, tactical information to
participating nation ground controllers. The HNR is accompanied by a US
representative, called an "Airborne Escort", who acts as an
interpreter, and tactical and radio communications liaison, between the
HNR and the aircrew. The concept of flying US AEW and tracker aircraft
missions in participating nation airspace with participating nation
approval with HNRs and Airborne Escorts on board has been in place for
several years. Three significant events have driven the need for
outsourcing HNR program personnel positions: A) The Department of
Defense (DOD) drawdown of personnel resulted in a shortage of US
military personnel available to fill Airborne Escort and HNR program
management and coordination positions. B) The closing of Howard Air
Force Base (AFB) in Panama resulted in the dispersal of US aircraft to
several forward operating locations (FOLs) in the Caribbean area of
responsibility (AOR). C) JIATF South, located at Howard AFB, formerly
managed the HNR program. Effective 1 May 1999, JIATF South merged with
JIATF East at Key West, FL. C.2 PROGRAM OVERVIEW: The HNR Program
consists of a counter-drug (CD) participating nation (PN) HNR flying
aboard a US aircraft (AWACS or P-3) on CD airborne early warning and
tracker missions. The HNR is accompanied in-flight by a bilingual US
citizen Airborne Escort. The Operations Supervisor coordinates all
aspects of the HNR program. The Ground Coordinator is the single point
of contact for all on-site HNR scheduling and issues. Ground
Coordinators shall provide ground transportation and make lodging
arrangements for the HNRs. The Ground Coordinator shall be bilingual
(English and Spanish) and must be available to assist HNRs. Ground
Coordinators are physically located at one of several FOLs in the JIATF
East AOR. The FOL commander is the single US Government voice for FOL
issues. The Airborne Escort acts as an interpreter and tactical and
radio communications liaison between the HNR and the aircrew. Airborne
Escorts are physically located at one of several forward operating
locations (FOLs) at foreign airfields in foreign countries throughout
the JIATF East Area of Responsibility (AOR). The JIATF East AOR is
defined as Central America, South America and the Caribbean. In
addition to specific position requirements, the following skills are
desired of the contract employees: proven skills as a team builder,
team player, and facilitator; possess diplomatic and tactful liaison
skills with experience in various mid- level US Government and
international arenas; understand and comply with national and
international political sensitivities; able to manage programs and
people located at remote sites; must be detail and deadline oriented;
proven reliability and performance in independent duty situations; and
able to resolve differences of opinion and bring all parties to a
common understanding of how to accomplish the goals and objectives;
adheres to country specific protocols (incumbent of the contractor
shall be knowledgeable of and comply with these protocols). The
proposed long-term agreements between the United States government and
the governments of the Netherlands and Ecuador do not provide
immunities from criminal jurisdiction for civilian contractors and
contractor employees. C.3 SCOPE: The scope of services required
includes all tasks necessary to successfully implement the Host Nation
Rider Program. C.4 TASKS, A. Operations Supervisor. 1. Scope: The
contract employee shall serve in the JIATF East Operations Air Action
Division and report HNR program status to the Air Action Division
Officer (AADO), a US Military Officer. The contract employee shall
manage and coordinate all aspects of the HNR Program and shall closely
conduct liaison with US Embassy MILGROUPS and Country Teams. The
contract employee will be permanently located at Key West, Florida. 2.
Place of performance: J3 Operations Directorate, JIATF East, Key West,
Florida and FOL's as required. (One (1) position). B. Ground
Coordinator: 1. Scope: The contract employee shall serve the JIATF East
Operations Air Action Division as the on-site representative and single
point of contact for the HNR Program at a FOL. The contract employee
will perform all duties associated with FOL on-site HNR Program
administration to include; scheduling, reporting and operations.
Additionally, the contract employee will conduct liaison with FOL
executive agent representatives and CD aviation detachments. The
contract employee will be permanently located (minimum one (1) year) at
the FOL. Additionally, will travel to other areas in the AOR 2. Place
of Performance: A total of four (4) positions (2 mandatory, 2 optional)
at the following FOLs: a. Aruba (two (2) positions, effective
immediately). B. Curacao (TBD). C. Manta, Ecuador, (TBD). D. Central
American FOL TBD (TBD). Contract employees may be relocated within the
AOR. C. Airborne Escort: 1. Scope: The contract employee shall serve
the JIATF East Operations Air Action Division by flying CD missions as
a HNR Airborne Escort. The contract employee will report to the JIATF
East Operations Supervisor via the FOL HNR Ground Coordinator. The
contract employee will perform all duties associated with the Airborne
Escort position by acting as an interpreter and tactical liaison
between the HNR and the aircrew. Shall be available to travel on
temporary duty as necessary in support of JIATF East operations in the
AOR. The contract employee will be permanently located (minimum one
(1) year) at the FOL. Additionally, will travel to other areas in the
AOR 2. Place of Performance: A total of eight (8) (5 mandatory, 3
optional) positions at the following FOLs: a. Aruba (five (5) positions
effective immediately); b. Curacao (TBD); c. Manta, Ecuador (TBD); d.
Central American FOL TBD (TBD). Contract employees may be relocated
within the AOR. C.5 TYPE OF CONTRACT: This is a Firm-Fixed Price
Contract with cost reimbursable for travel and per diem. C.6 CONTRACT
PERIOD: September 1, 1999 through September 30, 1999. Fiscal Year (FY)
00 as the base year with four option years. Employees will report for
training fourteen days from date of award. C.7 ACCEPTANCE: Selection
of a qualified contractor will be based on the contractor's past
performance, integrity, compliance with applicable laws and
regulations, related experience, ability to comply with the delivery or
performance schedule and proposed solution to the Statement of Work.
The J3 Operations Directorate and J4 Logistics and Contracting
Directorate will provide vendor recommendations based on the proposed
solution to the Statement of Work to assist the Contracting Officer in
vendor selection. C.8 POSITIONS: The vendor's proposed Concept of
Operation and response to the Statement of Work may be different from
the baseline estimate. A. Operations Supervisor (Management, Fully
Qualified). B.Ground Coordinator (Technical, Mid Level). Due to mission
requirements the number of personnel may increase or decrease as may
the FOL sites. C. Airborne Escort (Technical, Mid Level). Due to
mission requirements the number of personnel may increase or decrease
as may the FOL sites. C.9 GOVERNMENT FURNISHED EQUIPMENT, FURNISHINGS,
UTILITIES, AND FIXTURES: A. The Government will furnish to the
Operations Supervisor office space at JIATF EAST, Key West, Florida, to
be used for official business only in the performance of this contract,
and office equipment and supplies to include: 1. Desk, 2. Chair, 3.
Computer Workstation with access to: a. Black and white printer, b.
Access to SIPRNET, c. Access to Unclassified Internet, d. Window
NT/Office 97, e. Spanish Language word processing software and
keyboard. 4. Telephone with: a. DSN, b. International access, c.
STU-III secure voice. 5. Office Supplies. 6. Access to photocopier. 7.
Access to unsecure fax. 8. Access to electronic link to DOD Message
Center. 9. Access to GSA approved Classified Material Storage
Container. 10. Access to GSA approved Shredder. 11. Adequate lighting
and air conditioning of space will be furnished during normal working
hours of building occupants. The contract employee shall maintain this
space in a neat and orderly condition. The contract employee will
maintain all government-furnished equipment in an acceptable condition.
B. The Government will furnish to the FOL locations, to be used for
official business only in the performance of this contract, the
following: 1. Stu-III secure voice access. 2. Electronic link to DOD
Message Center. 3. SIPRNET access. 4. DSN access. C.10 GOVERNMENT
FURNISHED TRAINING: It is the intent of the government to provide
training in the following areas as required: a. Aviation swim, survival
and physiology. b. Aircraft familiarization and egress training. c.
Theater air operations. d. Rules of Engagement. e. Theater
geo-political situation and US relations with PNs. f. Command and
control. g. Diplomatic and country clearance processes. h. Regional Air
Traffic Control (ATC) procedures. i. PN CD operational capabilities. j.
Status with respect to FOL agreements and legal status of contract
employees at FOLs. k. Physical Security Requirements. l. Disclosure and
Classified Material Regulations. C.11 PROVISIONS AND STIPULATIONS: A.
Travel and per diem will be reimbursed at the government rate in
accordance with government Joint Travel Regulations (JTR). Request for
travel will be submitted in writing and approved prior to commencement
of authorized travel. The JIATF EAST Personnel Support Division (PSD)
of the Command Group via the AADO will approve request for travel. B.
The Operations Supervisor, Ground Coordinator and Airborne Escort
positions are one (1) year minimum assignments. C. Upon successful
completion of training, flight authorization will be obtained by JIATF
East. D. The contractor is required to comply with all security
procedures, storage and classified material handling procedures, all
requirements of the NISPOM and NISPOMSUP and applicable DISCO
regulations. The POC at JIATF East is the Physical Security Officer. E.
Contract employees attending government training and/or certification
are subject to practical, written, and/or oral evaluation. Training
and/or certification require successful completion. C.12 OTHER
INFORMATION: Resumes with verification of language proficiency and
DD254 Forms are required to be submitted with offers. C.13 CONTRACTOR
REQUIREMENTS A. The contractor shall furnish all supplies, materials,
equipment, and office space to be used for official business only in
the performance of this contract unless otherwise specified herein. The
contractor shall furnish and provide the following: 1. Aruba FOL: a.
Government certified and approved, level 3 secured office space at FOL
airport to be used for official business only in the performance of
this contract. The contractor shall maintain this space in a neat and
orderly condition. Must meet the security requirements as directed by
JIATF EASTPhysical Security Officer. JIATF EAST Physical Security
Officer will perform annual facility inspections. b. Adequate lighting
and air conditioning during normal working hours. c. Desk -- Three (3)
each. d. Desk Chair Ten (10) each. e. General purpose commercial
automatic data processing equipment, normally microcomputers and
related computer software for use in an office environment -Computer
Workstation three (3) each with: 1. Black and white printer, 2. Access
to Unclassified Internet, 3. Window NT/Office 97, 4. Spanish Language
word processing software and keyboard, 5. UPS (Uninterrupted Power
Supply) f. Telephone -- two (2) each with: Local and International
access. g. Office Supplies. h. Photocopier -- one (1) each. i. Unsecure
Fax -- one (1) each. j. GSA approved Class 6 Classified Material
Storage Container one (1) each. k. GSA approved Shredder one (1) each.
l. Official Business Vehicle with insurance (6 Passenger) one (1)
each. Minimum insurance of $500,000.00 per occurrence, for bodilyinjury
and at least $20,000.00 for property damage. US Government shall be a
co-beneficiary of the insurance policy. m. Cellular Phone -- seven (7)
each. n. Self contained intrusion system. 2. U.S. Navy regulation
issued flight gear for Airborne Escorts to include: a. Flight jump
suits with name tags -- two (2) each. b. Boots one (1) each. c. Flight
Jacket one (1) each. 3. Curacao, Manta, Ecuador, and Central American
(TBD) FOLs (timeframe of office establishment TBD). a. Government
certified and approved, level 3 secured office space at FOL airports to
be used for official business only in the performance of this contract.
The contractor shall maintain this space in a neat and orderly
condition. Must meet the security requirements as directed by JIATF
EAST Physical Security Officer. JIATF EAST Physical Security Officer
will perform annual facility inspections. b. Adequate lighting and air
conditioning during normal working hour of office space. c. Desk --

commercial automatic data processing equipment, normally microcomputers
and related computer software for use in an office environment

furnish the following: a. Weekly detailed written reports to JIATF EAST
J3 summarizing HNR program including but not limited to missions flown.
b. Trip reports and Travel Vouchers within five (5 ) workdays of
temporary assigned duty (TAD) to JIATF EAST J3 and PSD respectively. c.
Verbal status reports to JIATF EAST J3 as necessary. d. Quarterly
lessons learned reports to JIATF EAST J3 covering all aspects of the
HNR program to JIATF EAST J3. e. Relief coverage during Operations
Supervisor, Ground Coordinator and Airborne Escort scheduled and
unscheduled absences. f. Written quality control plan and milestones
for mission effectiveness. C.14 EVALUATION CRITERIA: Offers are
required to provide the following: Past performance provide information
on three contracts that were awarded within the past 3 years, for the
same or similar work as that listed in the notice. Include contract
number, period of performance, point of contact with telephone number
and email address. Management limited to 2 pages; Technical Capability
limited to 2 pages; Personnel Qualifications -- Resumes for all
personnel proposed are required. Quality Assurance Price Proposal,
Proposals will be evaluated to determine the offeror's understanding of
the Statement of Work, technical and management approach, and
availability of qualified personnel. The following evaluation factors
are listed in descending order of importance: 1. Personnel
Qualifications; 2. Technical Approach; 3. Past Performance; 4.
Management Approach; 5. Cost Realism. Award will be made only after
agreement has been reached on all terms and conditions of the resultant
contract and Best Value for the services to be acquired. The Government
reserves the right to award a contract on the basis of the initial
offer received, without discussions. C.15 POINT OF CONTACT: All

proposal. (vi) Clause 52.212-4, Contract Terms and Condition --
