pking@nsf.gov. The National Science Foundation (NSF) is required by
statute to submit to the President and Congress biennially a
statistical report on science and engineering in the United States.
This report, "Science & Engineering Indicators (S&EI)," was first
produced in 1972; the latest in the series will be released in the year
2000. Responsibility for preparing the S&EI volumes rests with the
Division of Science Resources Studies, which uses data from various
sources, most notably its own on-going surveys of R&D funding and
personnel. The S&EI contains measures of scientific output derived from
scientific literature and covers bibliometric variables, such as
scientific articles by field and country, sector of performance,
national and international co-authorship, citations in scientific
literature and patents, and relations to the GDP. Over the years, the
S&EI volumes have been based largely on science literature data derived
from the Science Citation Index (SCI), which is owned and compiled by
the Institute for Scientific Information of Philadelphia, PA. The SCI
database includes not only citations to articles, but also the articles
as well, thereby enabling the possibility of quantitative impact
analyses of scientific work. NSF is seeking innovative approaches to
the creation of the science literature-based output indicators
necessary for the S&EI volumes, and is seeking proposals for powerful,
economical, and compelling characterizations of the policy-relevant
variables of its choosing (further described in the solicitation).
These may be realized either by continuing to work with the SCI
database to improve the production process and the final products or by
using different databases and creating new forms of indicators as
specified in the Statement of Work. The required services are for the
production of S&EI: 2002 and S&EI: 2004. All sources are invited to
participate in this procurement. The applicable SIC is 7379-Computer
Related Services, N.E.C., and the small business size standard is
average annual receipts not exceeding $18M for the past three complete
fiscal years. Small disadvantaged business (SDB) participation
evaluation factors [i.e., SDB participation goals (FAR 19.1202) or SDB
price evaluation adjustment (FAR 19.1101)] will be applied in the
proposal evaluation process, as appropriate. RFP SRS 99-026 is expected
to be released on August 30, 1999 and will be available for downloading
from the NSF Web site at http://www.nsf.gov/bfa/cpo/contract/sol.htm.
Prospective offerors will be required to submit its past performance
information (as described in the solicitation) by September 28, 1999.
