Kaiser-Hill Company, L.L.C. (herein after referred to as the
"Contractor") is the Integrating Management Contractor at the
Department of Energy's (DOE) Rocky Flats Environmental Technology Site
(Site) near Denver, Colorado. The purpose of this announcement is to
request information concerning qualified potential sources to provide
services for the transportation, treatment, and disposal of low level
mixed waste. Subject wastes were generated and will be generated during
the next 7 + years and are currently stored at the Site. Contractor is
seeking expressions of interest and qualifications from firms or teams
(herein after referred to as "Offeror," which is defined as a joint
venture, limited liability company, or other single legal entity) who
are capable and willing to provide all services associated with this
Request for Information. It is anticipated that these services will
include compliant transportation of the wastes to an off-site treatment
facility, treatment of the wastes to an acceptable form, and compliant
disposal of the waste in accordance with all applicable laws,
regulations and agreements. It is the Contractors' expectation that the
Offeror will be able to receive low level mixed waste within one (1) to
three (3) years after subcontract award. The Contractor also expects
that the Offeror will have the ability to manage a full range of Class
A, B, and C low level mixed waste as defined in 10CFR61 and will be
capable of treating (as required) and disposing of up to 40,000 cubic
meters after completing permitting and construction activity, if
needed. The waste contains, but is not limited to, the following
radionuclides: Am-241, Am-243, Bi-212, Cf-252, Cm-244, Co-57, Cs-137,
Fe-55, H-3, K-40, Mn-54, Na-22, Np-237, Pb-210, Pb-212, Pu-238, Pu-239,
Pu-240, Pu-241, Pu-242, Ra-226, Sr-90, Th-230, Th-232, Tl-204, U-233,
U-234, U-235, U-236, and U-238. The waste carries, but is not limited
to, one or more of the following EPA codes: D001, D002, D003, D004,
D005, D006, D007, D008, D009, D010, D011, D012, D015, D016, D017, D018,
D019, D021, D022, D023, D024, D025, D026, D027, D028, D029, D033, D035,
D036, D037, D038, D039, D040, D041, D042, D043, F001, F002, F003, F005,

U353, and U359. An Offeror will be considered non-responsive to this
announcement if Offeror can not dispose of Class C low level mixed
waste. A regulatory feasibility analysis discussing the Offeror's
ability to obtain necessary permits and licenses must be submitted.
Regulatory points of contact and phone numbers must be provided as part
of this analysis. The Contractor will not fund the Offerors'
license/permitting process. An Offeror, who is selected, will be
required to provide site environmental data and will have a significant
support role in the development of the DOE's environmental analysis
required to comply with the National Environmental Policy Act (NEPA).
Offeror's responsibilities include, but are not limited to: The
transportation, treatment (as required) and disposal of low level mixed
waste which consist of typical environmental remediation and industrial
type waste (i.e. soil, building debris, old equipment, combustibles,
filters, metal, glass, organic and aqueous liquids sludge, plastic,
etc.) contaminated with the listed radionuclides. Common hazardous
contaminants include, but are not limited to, volatile and
semi-volatile organic compounds (e.g., carbon tetrachloride, toluene,
xylene, and trichlorethane) and metal compounds such as chromium,
cadmium, lead, nickel, silver, etc.) and must be stored, handled, and
disposed as hazardous constituents in accordance with the Resource
Conservation and Recovery Act (RCRA). It is requested that Offeror's
response to the request for information be confined to a single binder.
The binding method shall allow for easy access/removal of information.
A table of contents must be provided and include only the following
section headings: Executive Summary (optional); Corporate Overview
(including experience, capabilities, and financial viability);
Technical Overview (including strategy, proposed location, major
assumptions, and other information on proposed treatment and disposal);
Proposed Schedule (including construction schedule (as needed) and
operations startup for treatment and disposal), Regulatory and
Stakeholder Overview (including a regulatory feasibility analysis
discussing the Offeror's ability to obtain necessary permits and
licenses, a decision flow diagram of permitting and licensing for the
proposed location and wastes, and contact(s) and phone number(s) within
the state or other regulatory agency structure which authorizes low
level mixed treatment/disposal, preferably familiar with your efforts);
and Additional Information. Page size will be 8.5" x 11" for all pages
except for decision flow and schedule charts (maximum one each per
submittal) which may be 11" x 14" as a foldout page. Pages shall be
single-sided and numbered consecutively starting at page 1. Margins
shall not be less than .75 inches for the top and bottom margins, and
1.0 inch at the left and right margins. A header shall appear in the
top margin of all pages containing the Offeror's name. Linespacing
shall be at 1.5 spaces. The type size shall be 12 point minimum for all
text. Any font is acceptable. Executive summary or preface is not
necessary. No brochures or attachments please. The maximum number of
pages allowed in the Offeror's response is 25 pages. Any questions
