Sabana Seca seeks to identify responsible sources and obtain
information in regard to privatization of utility systems in accordance
with 10 USC 2688, "Utility Systems: Conveyance Authority." Naval
Security Group Activity, Sabana Seca is seeking interest and
information specifically for the privatization of water, wastewater,
and electrical utility systems. The resulting privatization will
include assumption of ownership, operation, and maintenance, and
obligation to continue the service for an indefinite and ongoing
period. Should privatization result, the ownership of the entire
utility plant and/or distribution system, including all operating
responsibility shall transfer to a regional or municipal utility or to
a private company. All responsibility for maintaining reliable
service, including such items as environmental compliance, maintenance
costs, major system renovations, construction, equipment, manpower,
and overhead costs shall become the utility provider's responsibility.
It is intended that privatization will reduce the Navy's life cycle
costs. The following is provided only to give an approximation of the
size and general description of the system. Any numbers may only be
estimates for this purpose. NSGA Sabana Seca consists of the South and
North Tracts. Potable water for the South Tract is primarily obtained
from deep wells. The South Tract also purchases a small amount of
potable water from the Puerto Rican Aqueduct & Sewer Authority (PRASA).
Consumption at the South Tract for the past 24 months has averaged 2.0
M gallons per month. Potable water at the North Tract is purchased
from PRASA. Consumption at the North Tract for the past 24 months has
averaged 130,000 gallons per month. The Navy's distribution system for
the South and North Tracts consists of two deep wells and booster
pumps, chlorine injection, approximately 22,000 feet of pipe up to
8-inches in diameter, a 200,000 gallon concrete ground level storage
tank used for domestic and fire water storage, and one 15,000 gallon
ground level reinforced fiberglass storage tank used for domestic water
storage only. The system at the South Tract is a combined potable and
fire protection system. Wastewater from the South Tract is discharged
to PRASA for treatment and disposal. The monthly discharge from the
South Tract for the past 24 months has averaged 2.0 M gallons per
month. Wastewater from the North Tract is discharged to a Navy owned
mound system for disposal and treatment. The monthly discharge from the
North Tract for the past 24 months has averaged 130,000 gallons per
month. The collection system for the South and North Tracts consists of
approximately 16,500 feet of pipe up to 8-inches in diameter and one
lift station. Electrical power is supplied by Puerto Rico Electric
Power Authority (PREPA) with a peak demand of 1,467 KVA and an annual
consumption of 8,400 MWH at the South Tract and 554 KVA and an annual
consumption of 4,000 MWH at the North Tract. Power is distributed at
4.16 kV at both sites. The Government's distribution system consists of
approximately 108,000 circuit feet and 5,868 connected KVA at the South
Tract and 4,125 circuit feet and 2,216 connected KVA at the North
Tract. This Request for Information (RFI) is a required component of a
complete and systematic process to evaluate interested parties under
the Department of the Navy's utilities privatization program. In order
to minimize costs both to potentially interested parties and the
government, this notice is being issued to determine the interest and
feasibility of proceeding with a formal request for proposals (RFP).
Should insufficient credible interest be identified for a privatization
action, it is highly likely that no formal solicitation will be issued.
Should interest be determined sufficient, a formal RFP will be
forthcoming. Interested parties should provide a Statement of Interest
on company letterhead (not to exceed 20 pages in length, printed on
one side only, and double-spaced) before 06 September 1999. The
statement shall include as a minimum the following criteria: (1)
capability and experience in the ownership operation and maintenance of
similar systems; (2) financial capacity to purchase, expand, and
operate a utility system; (3) a statement showing its understanding of
an obligation to provide continuous utility service; (4) understanding
of any applicable state or local utility law or franchise requirements,
and capability of complying with such requirements; (5) understanding
of the federal, state, and local environmental laws and regulations and
its familiarity and experience with environmental compliance procedures
and regulations for the territory of Puerto Rico and US Environmental
Protection Agency, Region 2. The Government does not intend to issue a
conveyance document on the basis of this announcement or otherwise pay
for the information solicited. It should be noted that individual RFIs
for different utility systems may be issued in the same time frame. A
