Warfare Center Division Newport (NUWCDIVNPT) proposed to acquire an
in-air positional information system (precision track), with various
options, for a Government test range (AUTEC) at Andros Island, Bahamas.
The system must provide autonomous capability of localizing multiple
targets on the sea surface and to moderate altitudes and must be
capable of interfacing localization data via digital bit stream format
to existing Government computers. Specifications include: coverage
altitude of 5-1000 ft.; surface target with minimum size
characteristics of a moderate-length pleasure craft with a Radar Cross
Section (RCS) of nominally 2 square meters and an airborne target
being a typical military helicopter or small fixed-wing aircraft with
an RCS of nominally 2 sq. meters; min. target quantity of 6
simultaneous (surface and air); data update- min. of 2 seconds; min.
system operation of 4000 hours/yr.; exterior equipment survivability:
10 years in a saltwater spray corrosive environment; target dynamics:
speed- greater than 0, less than 250 knots; acceleration less than 14
m/sec/sec; mid-range; new construction installation area not to exceed
1000 sq. meters at each site; max. height of new construction limited
to 60 meters above grade level. Options include: 1) precision track
system enhancement (includes increasing the coverage area 25% above the
max. range for the basic system); 2) critical spares for the precision
track system, i.e. devices, components, boards, and subsystems for the
precision track system which are critical to the basic function and
have an expected Mean Time to Failure (MTTF) of 4000 or less hours; 3)
a protective cover for the precision track system; 4) an air
surveillance system (requirements include: coverage altitude from 500
to 10000 ft; target size: small commercial aircraft with an RCS of
nominally 2 sq. meters; target dynamics; speed between 0 and 500 knots;
acceleration less than 14 m/sec/sec; min. target quantity of 50
simultaneous; data update: min. of 5 seconds); 5) a protective cover
for the air surveillance system. Anticipated contract type: Firm Fixed
Price. Anticipated evaluation scheme: Best Value, with technical
considerations including: Technical Approach; Past Performance;
Management Approach. Anticipated delivery requirements are: 18 months
after contract award for basic Precision Track system; and if options
are exercised: 20 months for Precision Track enhancement; 21 months for
Precision Track critical spares; 24 months for protective cover (for
both precision track and air surveillance systems); and, 24 months for
Air Surveillance System. A draft solicitation package, including
specifications and Statement of Work will be available in mid-late AUG
at the NUWCDIVNPT web site cited below. Potential offerors should
assess the degree to which the draft solicitation (with attachments) is
adequate to produce a successful radar system for AUTEC, noting any
conflicts, any missing details or aspects which could unnecessarily
drive up costs or limit competition. Comments regarding proposed
contract type; delivery schedule; availability of Commercial
Off-the-Shelf (COTS) components, and applicability of commercial
specifications/terms and conditions are also solicited. All comments on
the draft solicitation should be submitted to the PCO by 06 OCT 1999.

projected to be released in NOV 1999. Our department no longer issues
