This is a combined synposis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation: A quote is being requested and a written solicitation will not be issued and will be awarded as a purchase order using simplified acquisitiion procedures. Request for Quotation number is RFQ R3-99-19. This solicitation documents and incorporates provisions and clauses are those in effect through Federal Acquisitiion Circular 97.11. This acquisition is unrestricted. The Standard Industrial Classificatiion is 3669 and the size standard is 750 employees. The line item(s) follow: Line Item 0001: Quantity 1 each; 48 ports digital audio conference bridge with expansion capability, must be compatible with existing seimens/rolm 9751 model 50 CBX, installed, on site training at installation, FOB destination, DAT backup drive and backup cartridge, licensing, hardware and necessary incidentals. Delivery and installation to be made to 517 Gold Avenue SW, Albuquerque, NM 87102. Delivery shall be made 30 days after receipt of Notice of Award. The provisions of FAR 52.212.5, Contract Terms and Conditions required to implement statutes or executive orders, commercial items, apply to this acquisition. The following FAR clauses cited within that provision are applicable, equal opportunity, affirmative action for special disabled and vietnam ERA Veterans, Affirmative Action for Handicapped Workers, Employment Reports on Special Disabled Veteran and Veterans of the Vietnam era, Buy American Act supplies, Buy American Act North American Free Trade Agreement Implementation Act. Standard commercial warranty applies to the items purchased under this solicitation. Contract award, the Government may award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitatiion will be most advantageous to the Government, cost or price and other factors considered. Evaluation of offerors will be made on a best value basis. Evaluation factors in descending order of importance are (1) technical capability of the item offered to meet the Government's requirements and (2) price. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received. The Government may award a contract on initial offers received without discussions. Therefore, each initial offer should contain the offer's best terms from a cost or price and technical standpoint. Responses to this solicitation are due COB September 3, 1999 and should be mailed to: Southwest Regional Office, Contracting Office, 517 Gold Avenue SW, Albuquerque, NM 87102. Vendors wishing to respond to this solicitation should provide this office with the following: A price quote on company letterhead for the requested items, showing unit price, extended price FOB, Prompt Payment Terms and correct remittance address, and a completed copy of FAR Clause 52.212.3, Offer Representations and Certifications or the offer will be rejected.
