The National Institute of Standards and Technology (NIST) intends to negotiate with Dynamicast Precision Castings for NIST reference materials by chill casting. SRMs C1146a and C1150a White Cast Irons and C2425a Ductile Iron are required for instrument calibration standards. Previous standards produced by hot isotstatic pressing to replace the chill cast materials have been unsatisfactory because the instrument responses of the two types of materials are too dissimilar. Dynamicast Precision Castings is the only known source that can produce chill cast materials to NIST specifications. Dynamicast Precision Castings has the equipment and experience to make chill cast specimens for the "b" renewals that NIST requires, and is the only known source of chill cast materials. The required delivery is 90 days after receipt of order, FOB Destination, Gaithersburg, MD. The statutory authority is 41USC 254 (c)(1), only one responsible source that can meet the requirements of the Government. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.
