Through STRICOM Broad Area Announcement 97-02 under Part I -- Research
Interests, paragraph 3 -- INSTRUMENTATION, TARGETS AND THREAT
SIMULATORS RESEARCH. The US Army Simulation, Training and
Instrumentation Command (STRICOM), is aggressively pursuing developing
breadboard prototype transceivers to validate the Flexible
Interoperable Transceiver (FIT) Datalink Standard. The Standard will be
used to define the interoperable characteristics of the transceivers to
be used at the DOD test and training ranges. The Standard was developed
over the past couple of years by the Flexible Interoperable Transceiver
(FIT) project Technical Working Group (TWG) members. Recently the
Standard was sent out on the Web and CBD to let industry make comments.
STRICOM is now looking for partners in industry to develop breadboard
prototype transceivers built to the protocols identified in the
Standard to validate and mature the Standard. Funds are limited to
fabricate the breadboards and will require some investment by industry
to develop the prototype transceivers and demonstrate their capability
compared to the FIT Datalink Standard. The transceivers will be
evaluated at various T&E and training sights as well as the company's
facility. It is desired that enough transceivers be built to
demonstrate the compatibility of the different modulation techniques
identified in the Standard, and that industry will continue to work
with STRICOM to mature the Standard. Offerors are encouraged to submit
white papers prior to submitting proposals. The white papers will be
reviewed to determine that the proposed effort is within scope and
interest of this solicitation. Subsequently, offerors will be notified
whether or not their white paper was favorably received. Favorable
review of a white paper does not constitute selection of the proposed
effort for contract award and will not establish a binding commitment
for the government to fund the effort. Proposals will be evaluated by
a technical review board using at least the following criteria: overall
engineering and technical merit, understanding of the problem, cost,
applicability to the T&E and training community, technical experience
and education of personnel performing the work, and background or past
experience of the offeror in the radio communication field. White
papers must be received at STRICOM no later the 15 September 1999.
Favorable notification of white papers will be accomplished by 30
September 1999. Final proposals will be required no later than 30
October 1999. Anticipated contract award date by 30 November 1999. Send

Interests, paragraph 3 of the current STRICOM/ARI BAA 97-02 issued 1
October 1996 and expires 30 September 2001 and relates to a particular
