OFFERORS MUST SUBMIT A LETTER OF INTEREST THAT CERTIFIES QUALIFICATIONS CITED BELOW, PROVIDE A RESUME OF ONE IN EACH OF THE KEY SERVICE CATEGORIES, AND INCLUDE A ONE PAGE SUMMARY OF PAST PERFORMANCE IN THE KEY SERVICE CATEGORIES. BASED ON THIS LETTER SUBMISSION, QUALIFIED OFFERORS WILL RECEIVE INFORMATION THAT FURTHER AMPLIFIES ANY RESULTANT SOLICITATION. OFFERORS MAY SUBMIT THIS LETTER ANYTIME AFTER THE RELEASE OF THIS SOURCES SOUGHT SYNOPSIS, BUT NOT LATER THAN 14 WORKING DAYS FROM THE RELEASE DATE OF THIS ANNOUNCEMENT. OFFERORS MEETING THE BASIC QUALIFICATION REQUIREMENTS MAY BE INVITED TO PROVIDE ORAL PRESENTATIONS AS PART OF THE TECHNICAL EVALUATION PROCESS. COST AND TECHNICAL WORKSHEETS WILL FORM OTHER ELEMENTS OF THE PROPOSAL. EXPECTED PERIOD OF PERFORMANCE IS 18 MONTHS WITH TWO ADDITIONAL PRICED OPTIONS FOR12 MONTHS EACH. ANTICIPATED RELEASE DATE FOR ANY RESULTANT SOLICITATION IS 30 SEPTEMBER 1999. THIS IS NOT A REQUEST FOR PROPOSALS, AND IN NO WAY OBLIGATES THE GOVERNMENT IN AN AWARD OF ANY CONTRACT. THIS SOURCES SOUGHT SYNOPSIS CONTAINS THE MOST CURRENTLY AVAILABLE INFORMATION. THIS INFORMATION IS SUBJECT TO CHANGE AT ANY TIME. On behalf of the Program Executive Officer for DD 21, the Naval Sea Systems Support Detachment (NSSSD)is seeking offerors to provide: (1) maintenance and operational support for secure Information Technology (IT) systems and work environment for approximately 135 program office personnel; (2) upgrades to the IT systems and work environment; (3) security products and services; and, (4) data management and transfer products and services. A facility (located in Crystal City, Arlington, VA) and IT equipment will be furnished as GFE for the period of the contract and certain accreditation and other documentation shall be provided as GFI. Offerors may be required to assume lease agreements for some equipment. Offerors are also required to provide their own secure facility for some of the security and data services. Offerors are expected to provide services in the following categories: (1) AIS C&A Products and IT Management (Key Area); (2) LAN Administration; (3) Help Desk Support; (4) Procurement Support; (5) Daily IT Management; (6) Senior IT Management (Key Area); (7) Personnel Clearances and Access Control; (8) Security Management (Key Area); (9) Visitor Control; (10) Document and Media Control; (11) Data Transfer; and, (12) Project Management (Key Area). Offerors, on date of potential award, must: (a) be able to supply personnel holding Top Secret Clearances with current (less than five years old) SSBI's that have been favorably adjudicated to meet the DCID 1/14 critieria; (b) have a Top Secret facility clearance issued by Defense Security Service under the National Industrial Security Program Operating Manual (NISPOM); (c) have their own facility acceptable to the cognizant accreditingauthority, meeting DCID 1/21 requirements; (d) having IT systems accredited in accordance with DCID 6-3, NISPOM, DOD Overprint to NISPOM, and be available in the Washington, D.C. National Capital Region; (e) not be under foreign ownership or control; (f) be able to immediately assume operation of the IT systems; and, (g) not be participating with the DD 21 Shipbuilding Alliance including any competing DD 21 Team at any levels of subcontracting for the duration of any resultant IT services contract discussed herein.
