LS/LGCO, Contracting Flight, has a requirement for nonpersonal services
for operations, maintenance and recurring support services of the Base
Telecommunications System (BTS), Network Control Center (NCC), and
Switchboard Operations (SO) at Columbus AFB MS. DO NOT request a hard
copy of this solicitation. The RFP will be electronically issued using
the electronic posting system. The proposed contract is for a six
month base period and four six month option periods totaling
approximately 30 months. For the BTS -- The DCO switch is an NTI
Meridian 1, Option 81, Release 21. The switch is equipped with 2234
analog and 270 digital lines, wired for 3677 analog and 300 digital
lines, and has digital trunks. Also included are a main distribution
frame, inside and outside cable plant, ancillary equipment, and
customer premise equipment. For the NCC -- Four Top Secret positions
are required as part of the NCC personnel staffing. The NCC operates
network and system management equipment to perform configuration,
fault, performance, security, and accounting management operations on
C4 (Command, Control, Communications, and Computer) systems. Network
equipment includes Cisco routers, BayNetwork and 3COMM Ethernet
hubs/concentrators, Cisco and SunSpare switches, Pairgain and Codex
modems, and approximately 2000 PCs/laptops. For Switchboard Operations
-- 24 hrs a day, 7 days a week, 365 days per year. Foreign
participation is permitted only at the subcontractor level. Copies of
the solicitation will be provided to foreign firms only in order that
they may pursue subcontracting opportunities. All responsible domestic
offerors may submit proposals. Sources responding to this synopsis
must indicate when registering electronically, whether they are large
or small, disadvantaged or a women-owned business. For this
acquisition, a concern will be considered small under SIC 7378 with
size standard of $18,000,000.00. Based upon market research, the
Government is not using the policies contained in Part 12, Acquisition
of Commercial Items, in this solicitation for the described supplies
or services. However, interested persons may identify to the
contracting officer their interest and capability to satisfy the
Government_s requirement with a commercial item within 15 days of this
notice. An Ombudsman has been appointed to hear concerns from offerors
or potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested

ESC/CX at (617) 377-5106. The Ombudsman should only be contacted with
issues or problems that have previously been brought to the attention
of the program manager and/or the contracting officer and could not be
satisfactorily resolved at that level. No telephone requests for this
RFP can be accepted. The RFP will be paperless and will be released
using the Electronic Posting System (EPS) via the WWW
(http://www.eps.gov/cgi-bin/WebObjects/EPS?Acode=P&LocID=982). The RFP
will contain files in MS Word 7.0 and MS Excel 7.0. DO NOT request any
documents in writing. You may register on EPS to be notified of any
amendments, changes, etc. Offerors should submit all questions or
comments relative to the solicitation electronically to

proposals must be submitted in hard copy per the proposal preparation
instructions in Clause L-800 of the solicitation. The solicitation will
