intends to purchase the services from Sibley Manufacturing Company,
Merigold, Mississippi under the authority of 10 U. S. C. 2304 (c)(1),
only one responsible source and satisfy agency requirement. Based upon
proven NASA technologies, a basic web-based Geographic Information
System (GIS) to support commercial agricultural production operations
shall be developed, tailored and demonstrated in support of advanced
farming operation in the Mississippi Delta. Two (2) to three (3)
collaborating farmers shall be recuited in the three (3) separate
counties of the central and northern Mississippi Delta (Bolivar,
Sunflower, Leflore, Humphreys, Washington or adjacent Delta counties)
to participate as volunteers in the program to utilize variable seeding
and other advanced farming concepts and to evaluate the economic and
other results achieved by these techniques. At least two crops (soy
bean, cotton, etc., on plots approximated 50 to 100 acre sizes) on
farms located in diverse soil conditions will be demonstrated. The
Contractor shall equip the collaborting farmers with elementary but
comprehensive, integrated and customized data and other composite,
critical information that shall address the primary concerns in
advanced crop production management. Support and assistance shall be
maintained on an ongoing basis through contract completion with each
collaboration farmer by agricultural scientists and coordinators
experienced in using advanced farming techniques. Periodic remote
sensing supported data sets shall be collected and included in the GIS
plots to augment current advanced farming techniques and provide a
capability for stress management of crops during the normal growing
season. The eighteen (18) month project shall be organized into thre
major activities: (1)FARMER RECURITING AND FARM OPERATIONS INTERACTION,
(2) INTERNET SERVICES, AND (3) PROJECT MANAGEMENT. Data collection and
geographic correlation shall be major efforts in Activities (1) and
(2). The Government intends to acquire a commercial item using FAR Part
12. An Ombudsman has been appointed. See Internet Note "B". Interested
firms have 15 days from the publication of this synopsis to submit in
writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. A determination by the
Government to not compete this proposed effort on a full and open
competitive basis, based upon responses to this notice is solely within
the discretion of the Government. All qualified responsible sources may
