UNRESTRICTED. Project execution and construction support services to be
provided by the Contractor to the Ocean Construction Division if the
Naval Facilities Engineering Service Center-East Coast Det., Code 55.
The emphasis of the required support will be for the inspection,
installation, maintenance and repair of waterfront and ocean
structures, moorings, bridges, and cable related projects throughout
the world. This support may be required in the form of project
management, economic impact studies or analysis, scheduling,
feasibility studies, engineering analysis, facility design, preparation
of project plans and specifications, geotechnical and bathymetric
surveys, underwater inspections, cable static and dynamics analysis,
failure analysis and recovery of damaged structures, positioning and
navigation services, installation planning; fabrication of project
components; installation and repair of moorings and cable projects,
provision of installation work platform(s), personnel and equipment;
project logistical support, field inspection, quality control;
preparation of project technical reports and drawings, preparations of
required permit documentation; and preparation of bi-monthly detailed
(and summary) project cost and management progress reports. Technical
competence of the Contractors for inspection, installation,
maintenance and repair of waterfront and ocean structures, moorings,
bridges, submarine pipeline and submarine cable related projects
construction, marine operations, and marine equipment utilized in
mooring and cable projects is critically important to this effort. This
effort is being solicited on a indefinite delivery/ indefinite quantity
basis with Cost Plus Award Fee (CPAF) provisions. The contract will be
awarded for one base one-year ordering period with four one-year
options periods. This office anticipates awarding several contracts to
firms whose offers represent the best overall expected value to the
Government, cost and other factors considered. Proposals will consist
of an offer and capability information. Offers will consist of: 1.
Completed Standard Form 33; 2. Request for Proposal (RFP) Section B,
Supplies or Services and Costs, 3.Complete Small Business/Small
disadvantaged Business Participation Plan; 4. RFP Section K,
Representations and Certifications and Other Statement of Offerors; 5.
Complete Compensation Plan for Professional Employees; 6. Complete
Cost Proposal in accordance with Section L of the RFP and 7. Other
information such as Disclosure Statements, if the contractor and/or
subcontractor are subject to Cost Accounting Standards. (Items 1-4 will
be contained in an Offer Booklet provided as a tool to the offerors in
the RFP by this office). The merits of the offer will be determined on
the basis of acceptability and proposed costs; acceptability will be
determined on an offerors ability to meet the material terms of the
solicitation. In the interest of time and cost to all parties, this
office will eliminate offerors whose offer is determined unacceptable
or whose costs are considered unreasonable or unrealistic. Capability
information will consist of written and oral information and will be
evaluated on basis of experience, past performance, understanding of
the Government's requirements, ability to compensate professional
employees fairly and properly to ensure a stable, high quality,
productive workforce, and compliance with the RFP instructions.
Experience, past performance and Professional Employee Compensation
Plans will be evaluated based on written information provided by
offerors. The offerors understanding of the Government's requirement
will be evaluated based on an oral interview of the offerors
representative by the Government's evaluation team. This office will
use the assessment of an offeror's capability to develop a level of
confidence assessment rating. Selection of the successful contractor
will be based upon the overall best value to the Government. The draft
Statement of Work entitled "WINDSOC Statement of Work" and "Draft
Personnel Requirements" is expected to be available in Microsoft WORD
97 at the following Internet address on 18 August 1999.
