Medicine (NLM) to procure professional services for the National
Institutes of Health (NIH) for onsite monitoring of the colony of
chimpanzees (Pan troglodytes) that have been or may be used in
NIH-sponsored research located at the Coulston Foundation (CF) in
Alamogordo, New Mexico. The individual selected for this task,
preferably an individual with a D.V.M. degree or equivalent, must be
knowledgeable of the operation of an animal facility, the special needs
of nonhuman primates, and the Federal regulations and policies related
to the care and use of animals in biomedical research. This facility
currently maintains more than 600 chimpanzees and conducts biomedical
research supported by private and public funds. Independently, and not
as an agent of the government, the Vendor shall be allowed frequent
access to all CF Facilities, Institutional Animal Care Use Committee
meetings, and pertinent records in order to perform the following
tasks: (1) monitor compliance with Federal regulations relating to the
welfare of these animals (under the Animal Welfare Act, the Health
Research Extension Act, and the Good Laboratory Practice Act); and (2)
periodically evaluate the financial status of the CF. The Vendor will
arrange for an external team of three to five members, including a
person knowledgeable of primate enrichment, to conduct a thorough
review of the facility and to submit a written report on current
conditions, including any recommendations for needed improvement and a
timetable for implementation of corrective action. The Vendor shall be
responsible for all costs associated with the conduct of the review,
including cost for consultant services. The period of performance is
anticipated to be one year from date of award. The Vendor will spend
about one week each month, including travel days, to accomplish this
