COMMERCE BUSINESS DAILY ISSUE OF AUGUST 18,1999 PSA#2412F109 -- LEAKING UNDERGROUND STORAGE TANK SUPPORT SERVICES -- -
POTENTIAL SOURCES SOUGHT This is a Request for Information (RFI), for
information or planning purposes only. There is no bid package
available. The U.S. Army Engineer District, Japan is interested in
locating vendors who have experience and the capability to provide
non-volumetric integrity testing. Listed below are the requirements
which must be met when conducting non-volumetric integrity testing
(e.g. TRACER or equal) of bulk storage tanks at various areas in Japan.
1.) A non-volumetric test method to evaluate the integrity of tanks
ranging in size from 200,000 gallons to 4,500,000 gallons is required.
2.) The testing method shall be capable of determining the integrity
of the entire section of the tank, whether it is empty, partially full
or filled to capacity. No minimum or maximum level of fuel or contents
shall be required as a pre-requisite for testing the integrity of the
tank. 3.) The integrity testing method shall be able to detect a 0.1
gallon leak rate per hour with a probability of detection (PD) of not
less than95% and probability of false alarm (PFA) of no more than 0.05%
in accordance with the Japan Environmental Governing Standards. 4.) The
testing method shall be able to utilize existing "test probes" (1-1/4
inches in diameter, G.I. pipes or PVC pipes installed during previous
non-volumetric testing conducted at the bulk storage tank site). 5.)
The testing method shall be able to approximate the location of the
leak within (+) or (-) 3 meters. 6.) No product or pipeline isolation
shall be required during testing. Normal operations of the bulk
stoarage systems shall not be hampered and the systems must remain in
service. 7.) The method of testing shall be compatible with any of the
products (JP-8, diesel, and MOGAS) stored in bulk storage tanks. 8.)
The method of testing shall be third party evaluated to meet U.S.
Enviromental Protection Agency (USEPA) or equivalent test procedures
and criteria for non-volumetric tank integrity testing. Interested
firms should respond with a description of qualifications with respect
to the foregoing or related fields and/or components. Responses are
required on or before 8 September 1999. Facsimile and telphone
responses will not be accepted. This notice is to assist the U.S. Army
Engineer District in determining the potential for competition, no
