Only one set of tooling exists and cannt be made available to another source for manufacture of this part. Justification is 10 U.S.C 2304 (c)(1). This proposed contractual action is for supplies which cannot be procured through full and open competition because the authority cited states only one responsible sources and no other supplies or services will satisfy the Agency requirements, FAR 6.302-1.
