15 -- TWIN ENGINE HELICOPTER SOL ACD-99-SS-0016 DUE 082499 POC Cheryl Aldridge 214 905-5392 cheryl.aldridge@usdoj.gov SOURCES SOUGHT The US Border Patrol is issuing this notice to identify firms which have a commercially available twin engine turbine helicopter, certified by the Federal Aviation Administration (FAA) as a normal category helicopter, to perform law enforcement missions. The helicopter must be capable of maintaining a minimum of 130 knots airspeed at maximum continuous power (MCP) and mission gross weight in a clean (without external stores) configuration. Minimum endurance of 2.5 hours at MCP is required. For purposes of this solicitation the mission gross weight will include: weight of the aircraft, oil, 100 lbs. of survival gear, 600 pounds of crew, fuel for 4.0 hours endurance at mission gross weight, and all accessories required for IFR flight. Auxiliary fuel systems are acceptable to meet the requirement. The aircraft must be capable of hovering out of ground effect (HOGE) at mission gross weight, One Engine Inoperative (OEI) for a minimum of 2.5 minutes within the operating limitations establishedunder Federal Aviation Regulations (FARs) Part 27. HOGE, OEI as established in FARs Part 27 will be required at a minimum density altitude of 6000 feet. Aircraft must be IFR certified for single and dual pilot operations by the FAA. The aircraft must also have an Automated Flight Control System (AFCS) or equivalent, capable of maintaining the altitude, heading and airspeed of the aircraft from hover to 130 knots. Aircraft must have the minimum capacity to carry the following mission equipment and crew without exceeding the FAA MAXIMUM CERTIFIED GROSS WEIGHT: 600 pounds of crew, fuel for 4.0 hours flight time at 60K at sea level on standard day, 150 pounds of sensor equipment, SX-16 spotlight, emergency floats, nose mounted search and rescue radar system, and 100 pounds of survival gear. Aircraft will have dual controls; pilot & copilot seats, cabin seating for four passengers, and all seats will be equipped with seat belts and shoulder harnesses. All aircraft interior lighting, radios, and instrument lights will be 100% NVG compatible. Paint scheme will be four colors of 3rd generation Polyurethane Enamel and the aircraft will have corrosion protection inside and outside against a salt-water environment. Contractor must be capable of providing complete ground school for two pilots and ten hours of actual flight time to include all emergency procedures prior to delivery of the aircraft and at contractors' liability and expense. All technical publications relating to the aircraft will be furnished with the aircraft. Interested firms are to submit a capability statement including performance specifications (i.e., chart depicting proven: patrol speed endurance, maximum continuous power endurance, HOGE range for mission gross weight, maximum certified gross weight, speed for best range and single engine performance characteristics) to the address above.
