The Naval Air Systems Command intends to issue a fixed price delivery order under the terms of basic ordering agreement, N00019-97-G-0093, with Northrop Grumman Corporation to complete development of the Power Approach Stability Augmentation System (PA SAS). The work required includes validation and verification bench testing of software, test aircraft modifications, technical support during land based and flight test of PA SAS, and non recurring engineering to design caution/advisory panel legends and connectors; to develop production drawings; and to develop/modify production and sell specifications. Northrop Grumman, as the designer, developer, sole manufacturer, and systems integrator of the E-2C is uniquely qualified to perform these efforts which requires data and technical knowledge associated with the aircraft's design, production engineering and its highly complex system integration. Only Northrop Grumman possesses the data and can provide in depth technical/engineering services required for support of completion of PA SAS within the desired schedule dictated by program requirements.
