source contract with Dynatherm Analytical for the purchase of a Thermal
Desorption System applicable to "military unique" chemical agent
monitoring. A determination to not compete this proposed contract has
been made in order to permit integrated component compatibility, and
acceptable monitoring performance. This equipment must be capable of
detecting hazardous chemical agents, on a real time basis during
Technical Equipment Inspections (TEI), on over 2,000 DoD declared
chemical agent standards and all Schedule 1 agents. The TEI activities
are necessary to ensure the safety and occupational health of
personnel associated with the Organization for the Prohibition of
Chemical Weapons and implementation of the Chemical Weapons Convention
(CWC) Treaty. THIS IS NOT A REQUEST FOR QUOTATIONS. All inquiries must

herein and to the attention of Mr. Thomas M. Rike. Responses to this
notice must be received by close of business, August 24, 1999.
