A noncompetitive negotiation is proposed with GTE Government Systems Corp. because the procurement is confined to the contractor's P/Ns and must ve compatible in form, fit and function with existing equipment. The Government physically does not have in its possession sufficient, accurate, or legible data to purchase these items from other than current source.
