61 -- PURCHASE ABD INSTALLATION OF 2 UPS BATTERIES SOL 1999N00300 DUE 090799 POC William Bancroft, Contract Specialist, (770) 488-2611 NOTE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number is 1999N00300 and is issued as a Request for Proposal (RFP). The document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-11. The Standard Industrial Classification Code (SIC) is 3691 and the small business size standard is no more than 500 employees. The procurement is solicited on an unrestricted basis. This solicitation is for the purchase and installation of two UPS storage batteries and related accessories. Battery cells shall be the lead-calcium type with an electrolyte specific gravity of 1.215 at full change and 25 degree C ambient temperature. Cells shall be designed for UPS float operation at 2.25 volts per cell. Each battery shall have 180 cells and be rated to deliver 263kW for 5 minutes to an end voltage of 301VDC. The new batteries shall be installed in the Battery Room. The room exit door opens directly onto a parking deck not accessible to large vehicles. Heating and cooling is provided to maintain the Battery Room at approximately 25 degrees C. Material staging area will be available in the parking deck. The Vendor shall test the new batteries before bringing them on the site. Every cell brought to the site must have open circuit voltage within +/-0.05VDC of nominal. Specific gravity within +/-0.05 of nominal. The existing batteries and racks in the UPS Room shall be removed after the new batteries are placed in services. The existing batteries are three strings of Yuasa DC-15 on three tier racks. The Vendor shall package, ship and dispose of the existing batteries in compliance with all applicable state and federal laws. The Vendor shall furnish full certification of compliance to the Owner. The existing batteries and racks shall be removed from the site within one week after removal from service. The Vendor shall install the new batteries in the Battery Room during normal business hours. The installer shall handle and place cells in accordance with the manufacturer's instructions and shall avoid spill of acid. Not less than 40lbs of lime shall be maintained on site to neutralize any acid spills. Jars shall be rinsed once with baking soda and water solution and then again with clean water to remove residual acids from the exterior of the cells cases. Jars shall be properly aligned and 1/2" spacers inserted between jars. Inverell connector plates shall be installed using No-ox grease of the proper quantity. Bolts shall be torqued to the torque specified in the manufacturer's installation instructions. The Vendor shall submit a detailed removal and installation procedure to the Engineer for approval not less than three weeks prior to new battery shipment from the factory. The removal and installation will be witnessed by the designated CDC representative. Site Acceptance Test: 1. Immediately after completion of installation, Vendor shall correct all substandard connection in its work and shall notify the Engineer of substandard connections in work by others. After all substandard connections are corrected the batteries will be connected to the UPS by others. The batteries will be charged at float and equalized voltages over a two week or longer period as recommended by the battery manufacturer. The batteries shall be set at float voltage for at least 72 hours preceding the acceptance test. 2. The site acceptance test shall be performed on a weekend selected in advance by CDC. Immediately prior to the test the Seller shall measure and record the float voltage and specific gravity of each cell. Each cell's voltage must be within +/-0.05VDC of the average float voltage per cell. Each cell's specific gravity must be within +/-0.05 of nominal. Conditions outside these ranges may postpone the test until the conditions are corrected. 3. CDC will transfer the critical load from the UPS to the maintenance bypass and shut down the UPS. The vendor shall connect a 480VAC, 3 phase, 250kW or larger air-cooled load bank to the UPS output. The load bank shall be set outside the loading dock. The vendor shall furnish all cables required. The UPS will then be restarted and the load bank placed in operation, set for 250kW. Each battery shall be individually discharged by opening the AC input to the UPS. The battery shall be discharged to an end voltage of 301VDC. During the test the contractor shall measure and record the battery voltage and current, using +/-1% accuracy instruments. After both batteries have been tested the load bank shall be disconnected and the AC input to the UPS restored while the contractor measures the open circuit voltage of each cell before the batteries are charged. After measurements are complete the contractor will re-start the UPS, begin battery charging and re-transfer the critical load to the UPS. Calculations will then be performed by the Engineer to determine if the performance measured complies with this specification. The load bank and cabling shall be furnished by the contractor. 4. During the load test the contractor shall thermographically scan the batter, connectors and cables. The thermoscanning is intended to reveal heating of components beyond the norm. The vendor and Engineer will consider written heat generation guidelines submitted by vendor in advance of testing. Components exhibiting abnormal heating must be repaired or replaced prior to performing the site acceptance test again. 5. The vendor shall submit a detailed testing procedure to the Engineer for approval not less than three weeks prior to the time scheduled. 6. The testing will be witnessed by the Engineer. 7. Should a battery not provide the specified discharge the contractor shall remedy the problem. After the remedy is complete the site acceptance test shall be performed again. Preventive Maintenance and Emergency Response: 1. The vendor shall provide preventive maintenance and emergency response services for the first year following acceptance. 2. Preventive maintenance services shall include three quarterly maintenance (performed 3, 6 and 9 months after acceptance) and one annual maintenance (performed 12 months after acceptance). Activities shall conform to the battery manufacturer's published criteria, with the following minimum requirements. Quarterly: 1. Measure and record battery and DC float voltage, battery DC float current and AC ripple current. 2. Measure and record ambient temperature in the Battery Room. 3. Measure and record the specific gravity of each cell prior to adding water. 4. Record electrolyte levels before adding water, then add distilled water as required. 5. Clean jar tops as necessary. 6. Note any corrosion and advise Engineer. Repair as required. 7. Clean racks as necessary. 8. Clean battery area as necessary. 9. Record date of cleaning and inspection. 10. Measure and record the electrolyte temperature of one cell in each rack and row. 11. Provide inspection report within 5 working days. Annual (Quarterly plus the following): 1. Visually inspect each cell, each connection and each battery area. 2. Measure and record the electrolyte temperature of each cell. 3. Measure and record 100% of connection resistances. 4. Measure and record torque valves of each connection. Re-torque as necessary. 5. Inspect the battery rack. Tighten connections as necessary. 6. Assist with performance capacity test. Emergency response service shall be provided on a 24hour/day/365/day/year basis; response time shall be 4 hours or less after telephone notification; acceptable response shall be by a qualified technician with appropriate tools at the site. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items is applicable without addenda. The provision at FAR 52.212-2, Evaluation -- Commercial Items is applicable. Evaluation of technical merit will be based on technical capability of the item offered to meet the Government requirements. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items is applicable. Evaluation of technical merit will include whether the offeror has demonstrated compliance with the stated requirements. Award will be made based upon best value to the Government. Offerors are also advised that award may be made without discussions or any contact concerning the proposal received. Delivery shall be made FOB Destination within 13 weeks of contract award. Delivery and installation shall be made to 1600 Clifton Road, Building 11N Loading Dock, Atlanta, Georgia 30333. Payment terms are 80% upon completion on installation and demonstration of compliance with specifications, and 20% 30 days afterwards.
