The Government requires both portable and stationary Universal Battery Chargers/Analyzers (UBAC) capable of advancing the knowledge of charge, discharge, and diagnosis of electrochemical power sources (batteries). The UBAC will replace the current charger/analyzer equipment being used within the Navy to maintain batteries, and will significantly improve the battery maintenance process. This procurement is a follow-on to three research and development contracts that were awarded in fiscal year 96 to Allied Signal, Eagle-Picher and Neptune Sciences. The Government plans to procure a low quantity of Engineering Development Models (EDMs) for testing and evaluation under this procurement. Inspection procedures and shipping terms will be specified in the solicitation. The solicitation will be posted on NSWC Crane's homepage at www.crane.navy.mil. Negotiations will be held on an other than full and open competition basis with Allied Signal, Eagle Picher, and Neptune Sciences or other teaming arrangements involving these sources in accordance with FAR 6.302-1.
