synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The combined Synopsis/Request for
Quotation number is AMSTA-rd-1-0899. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-46, dated 17 Mar 97. The associated standard
industrial classification code is 3599, with a size standard of 500.
The requirement is for a) 1 each Fox Fuel Analyzer ZnSe Optics (Model
F6001), b) 1 each Fox Fuel Analysis Software for Windows (Model F1000),
c) 1 each GRAMS/32 with Data Acquisition software package (Model
GRAMS-32), and d) 1 each PLS Plus/IQ Multicomponent quant analysis
(Model PLS/IQ). The required test/diagnostic/ measurement equipment
must be able to determine a number of key fuel quality properties
either directly or indirectly through correlation to accepted ASTM
standard test methods, to include cetane number (diesel), distillation
(jet fuel diesel), density (jet fuel), flash point (jet fuel), and
freezing inhibitor (jet fuel). The FTIR instrument must be 16" long x
14" deep x 6" high or smaller. It must be designed for operating in
temperatures of 0 degrees C to 50 degrees C, automated
pump/autosampler, 12VDC power, and have a portable weight of 30 lbs. or
less. In addition to the instrument being designed for immediate use,
the user must be able to develop calibrations with the software to
measure other fuel properties. FOB Destination will apply. No options
will be included. Equipment is for TACOM/TR-D, Warren, MI. Provision at
FAR 52-212-1, Instructions to Offerors-Commercial, applies to this
acquisition. The following factors shall be used to evaluate offers: i)
technical capability of the equipment offered to meet the Government
requirement and ii) price. Offers are advised to include a complete
copy of the Provision 52.212-3, Offeror Representations and
Certifications-Commercial Items. The clause at FAR 52.212-4, Contract
Terms and Conditions-Commercial Items, applies to this acquisition. The
clause at FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders-Commercial Items, applies to
this acquisition. This acquisition is rated D04. The US Army Tank
Automotive Command intends to negotiate solely with MIDAC Corp.,17911
Fitch Ave., Irvine CA 92614. See numbered Note 22. Offers are due no
