infra-red spectroscopic instrument, capable of quantitiative analysis
of up to 5 components and water in gas mixtures with the following
specifications: optical filters must be included to detect the
following compounds: Total hydrocarbons, trichloroethylene, ethylene
glycol and propylene glycol; automatic compensation for temperature
fluctuations, water-vapor interference and interference from other
known gases; response times for one gas as low as 13 seconds, response
times for 5 gases and water as low as 40 seconds; multiple
user-selected sample integration times; 5 orders of magnitude dynamic
range; measurement units of mg/m3, g/m3, ug/m3, ppm, vol %, and ppb;
zero drift (measured at 100 times the detection limit): + or -- the
detection limit per 3 month period, + or -- 10% of the detection limit
per degree C, + or -- 0.5% of the detection limit per mbar;
repeatability: 1% of the measured value; Range drift: + or -- 2.5% of
measured value per 3 months, + or -- 0.3% of measured value per degree
C, + or -- 0.01% of measured value per mbar; for stand-alone
operation: data storage sufficient for a 12-day monitoring episode at
10 minute intervals for 5 gases and water vapor; Portable: must weigh
less than 25 lbs; no warm-up time required; display up to 6 gas
concentration graphs; uses ODBC; Power requirements: 100-127 VAC and
200-240 VAC; Power consumption: approximately 100 VA; battery backup to
protect stored data and internal clock; Acoustic sensitivity: not
influenced by external sound; Communication: IEEE 488 and RS-232
interface for data exchange and remote control of the unit. The
performance period shall be 30 calendar days after contractor receipt
of written notification of contract award. Any responsible small
business source may submit a quote which shall be considered. Firms
responding to this synopsis should indicate whether or not they are a
minority business concern. Foreign participation is authorized. Quotes
will be due 10 calendar days after issuance of the Request for Quote.
The anticipated due date is estimated to be 10 September 1999. "See
