COMMERCE BUSINESS DAILY ISSUE OF AUGUST 19,1999 PSA#2413National Cancer Institute, Research Contracts Branch, PSAS, 6120
Executive Blvd, EPS/Room 638, Bethesda, MD 20892-7227 66 -- HIGH PERFORMANCE MACROSCOPIC IMAGING WORKSTATION SOL RFQ90172-NS
DUE 090399 POC Patricia Haun or Todd Cole, 301-402-4509 The National
Cancer Institute (NCI), Laboratory of Population Genetics intends to
procure on a sole- source basis, a High Performance Macroscopic (Model
M420) Imaging Workstation (Model Q500IW)from Leica Microsystems, Inc.
The NCI investigator believes that the aforementioned instrument and
organization is the only source that can satisfy their requirement. The
imaging system shall perform the following functions: the system shall
capture images of 1-2cm (squared) areas, automatically identifying and
counting tumor masses and measuring the tissue area surrounding the
tumors; shall analyze no less than forty (40) samples per hour; the
imaging workstation shall be highly sensitive (shall distinguish subtle
color differences obtained from histology slides stained with various
agents), recognize the difference, highlight the different areas,
quantitate it and dump the data into a file; shall distinguish normal
from malignant tissue in hemotoxylin-eosin stained histopathology
sections; shall detect very small and large areas of interest (capable
of identifying and measuring only cell nuclei and ignoring remainder
of the field); the workstation shall be user friendly (easily
programmed by the operator to perform the routine automated tasks and
easily modified if required or conditions change); data shall be
calculated and recorded in a format that can easily be exported to
other analytical programs; the macroscope shall be capable of viewing
large areas at low power magnification (3.5 -- 35X), and be a
non-stereo type capable of capturing flat planar images; the macroscope
shall incorporate the latest optical technology with 5:1 or 6:1 zoom,
vertical beam path, apochromatic zoom objective and built-in
photo/video tube (for digital imaging, video and photography); shall
have a manual coarse/fine focusing mechanism and a motor operated
focusing system; shall include an M420 optics carrier, makrazoom
objective, widefield eyepieces, brightfield base, focus drive,
microscope carrier, dust cover, power cable, QWINstandard software and
applications library, applications software and training, image
capture board, Sony XC-003P 3CCD color video camera or equal, 400MHz
personal computer with 128Mb of RAM, 8Gb hard drive, 32X CD-ROM, US
Windows 95 kit and a seventeen (17) inch monitor) and an 0.63x C-mount.
The Contractor shall provide a Year 2000 Warranty for each hardware,
software, and firmware product delivered. The award will be in the
aggregate for all items listed herein. This is not a request for
competitive quotation, however, if any interested party believes it can
meet the above requirement, they may submit a statement of
capabilities. Information furnished must be in writing and must contain
sufficient detail, to allow NCI to determine if the party can meet the
requirement. Capability statements must be received in the Contracts
Office by 2:00 PM EST on September 03, 1999. If you have any questions,
please contact Todd Cole, Contract Specialist on (301) 402-4509. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will be considered solely for the
purpose of determining whether to conduct a competitive procurement.
