synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP) and in accordance
with FAR Part 12 and FAR 13. These basic minimum requirements and
essential features shall include the following with delivery: General
Aviation Flight Training Device (GAFTD) Quantity -- One(1) Lot. The
GAFTD shall provide: cockpit for two pilots, data output, electrical
systems, full IFR instrument panel with realistic full size hardware
displays (video display is not acceptable for instruments), instructor
station with printer, landing gear, multi-engine, navigation database,
realistic flight and engine controls, knobs and switches, realistic,
validated flight dynamic characteristics. Optional: Desired optional
features shall include access to simulator data stream for aircraft
flight and engine parameters and pilot inputs (Data format should be
compatible with standard research computer data formats), access to
visual system data output in standard format, co-pilot seat, dual
flight controls, easy conversion to single-engine, Global Positioning
System (GPS), maintenance and technical support, record/playback mode,
scripting (and/or automating) and tracking Air Traffic Control (ATC)
clearances/communication (at least time-stamping to synchronize with
other parameters). Scripting (and/or automating) structured flight
scenarios, visual system (optional upgrade to textured system for
two-pilots. Quantity -- One(1) Lot. The desired additional optional
features may be included in the GAFTD for enhancement. These additional
features will be evaluated based on the following evaluation factors.
Evaluation Factors: 1). Number and quantity of desirable optional
features 2). Price 3). Technical merit 4). Capability of optional
feature upgrades The provisions and clauses in the RFQ are those in
effect through FAC 97-13. This procurement is a total small business
set-aside. See Note 1. The SIC code and the small business size
standard for this procurement are 3699 and 750 respectively. The quoter
shall state in their quotation their size status for this procurement.
All qualified responsible business sources may submit a quotation that
shall be considered by the agency. Delivery to NASA Ames Research
Center, Attn: Shipping/Receiving Department, Bldg. N-255, Moffett
Field, CA 94035-1000 is required within 20 days after receipt of offer
(ARO). Delivery shall be FOB Destination. The DPAS rating for this
procurement is DO-C9. Quotations for the items(s) described above are
due by 2:00 p.m. PDT, September 1, 1999 and may be mailed or faxed to
Patricia L. Williams, NASA Ames Research Center, M/S 241-1, Moffett
Field, CA 94035-1000 by the date and time specified and include,
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

Quoters shall provide the information required by FAR 52.212-1. Addenda
to FAR 52.212-1 are as follows: Compliance with Veteran's Employment
Reporting Requirements (February 1999). By submission of its offer, the
offeror represents that, it is subject to the reporting requirements of
37 U.S.C. 4212(d)(i.e., the VET-100 report, required by Federal
Acquisition Regulation clause 52.222-37, Employment Reports on Disabled
Veterans and Veterans of the Vietnam Era), it has submitted the most
recent report required by 37 U.S.C. 4212(d). If the end product(s)
quoted is other than domestic end product(s) as defined in the clause
entitled "Buy American Act -- Supplies," the quoter shall so state and
shall list the country of origin. The Representations and
Certifications required by FAR 52.2l2-3 may be obtained via the

Solicitation incorporates by reference FAR 52.212-1, FAR 52.212-4. FAR
52.212-5 is applicable and the following identified clauses are
incorporated by reference: FAR 52.203-6, FAR 52.219-14, FAR 52-222-21,
FAR 52.225-3, FAR 52.225-18, FAR 52.222-3, FAR 52.222-26, FAR
52.222-35, FAR 52.222-36, FAR 52.222-37, FAR 52.225-21 and FAR
52.232-33, FAR 52.233-3, Addendum to FAR 52.212-5 is as follows: ARC
52.232-93 Submission of Invoices-Fixed Price (Feb 1998) and clause
"Year 2000 Compliance (May 1998)" in accordance with PIC 98-8. The
quoter shall provide standard product literature including that the
product or products offered are Year 2000 Compliant. Technical
questions regarding this acquisition mustbe submitted in writing to

pwilliams@mail.arc.nasa.gov no later than August 23, 1999. It is the
quoter's responsibility to confirm if the Government has received their
written quotation. Selection and award will be in accordance with FAR
52.212-2 with the following evaluation factors: (1) technical
acceptability, (2) past performance, and (3) price. Technical
acceptability will be determined using information submitted by the
quoter in sufficient detail to show that the product quoted meets the
Government's requirements. Also optional features will be evaluated
utilizing the value characteristics listed above. An ombudsman has been
