Eagle Software with 50 concurrent Eagle software licenses; 2. one-time legacy data conversion from the present system to EAGLE; 3. 1-year maintenance agreement from the date of license purchase; 4. Installation of the software at 4 CONUS locations and 8 user sites (with a maximum of two in parallel); 5. Option to renew license agreement. NASA/JSC intends to purchase the items from Raytheon Systems Company. Raytheon Eagle is the only product which meets the requirements of the multilateral group of partners in the International Space Station Program. This procurement will provide a single integrated logistics support system which not only supports the development but also the operational logistics of the International Space Station for the life of the program. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. An Ombudsman has been appointed. See Internet Note "B". Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
