and Property Management, 503/808-2507 This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This solicitation, No. R6-99-138, is
issued as a Request for Quotation (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-13. This procurement is not set-aside
for small business. The standard industrial classification is 3572,
Computer Storage Devices. Small Business Size Standard is 1,000
employees. This requirement will result in a Indefinite Quantity,
Indefinite Delivery contract award to one (1) firm. This acquisition
will be for Portable Field Data Recorders to be used throughout Region
6 (Washington/Oregon). All equipment will be delivered to USDA-FOREST
SERVICE, PACIFIC NORTHWEST REGION, ATTN: IRM, 333 SW 1ST AVE, PORTLAND
OREGON 97204. This solicitation will identify items of "brand name or
equal" descriptions. Such identification is intended to be descriptive,
but not restrictive, and is to indicate the quality and characteristics
of products that will be satisfactory. Item (1) Field Data Recorder;
Husky FEX21 Mono 32, add/included, "min RAM 32 meg; Compact flash with
non votile date retention user replaceable w/o tools; 2 type II PCMCIA
card slot with non votile data retention user replacable without tools;
Min display of 40 characters wide by 8 tall (high); Infrared port; Min
one (1) serial Com port DB9 (cables in use), USB capable either
through docking or on unit; fully environmentally sealed
IEC68/EN60068/MIL-810e/BS220111 standards, IP65 standard (must be water
submersible, not water resistant); weight equal to or less than 26oz
without storage cards etc.; screen must be min 6.5" VGA 640X240 pixels,
transflective monochrome, resistive touch screen with either pen or
finger passive execution, nonglare; Clock/calender accuracy +/-2
seconds/day; Power by alkaline batteries user replaceable w/o tools;
Shock resistant to 48" drop to hard surface; Modem either min 33.6 soft
or hard with RJ-11 connector non x-jack; Ability to adapt to Trimble(R)
GPS interface card and hardware; must be fully compatible with all USFS
desktop PC workstations (IBM-PL-300 series); audio input/out with
speakers and microphone (voice recorder and ability to execute voice
recognition software; Must be able to read jpeg image files via compact
flash or pccmia card storage; operating temp standards must be a min of
14 degrees Fahrenheit with a mono chrome screen to a max of 122 degrees
Fahrenheit; Docking station support; Keyboard must have color coded
differences for alpha and numeric with separate numeric key pad (not
above QWERTY); Easy activation by user of both contrast and
backlighting; i.e. keyed or touch activation w/o tools; fully QWERTY
keyboard with numeric entry referenced above; control/alt, del, caps,
lock, pgup-down-home-end, tab, shift, space, esc keys; Case must be
open book format, that is not a hinged screen prone to wear or
breakage; Calendar/contact/internet/task software built in. Item No.
(2) Software -- All Field Data Recorders must be preloaded and execute
Standex, Natcrs, SDR, Travpro, Stockview and PNWFIA software with
either MSDSO or XtCE emulation with individual software icon referenced
on desktop and functioning as per manufacture specifications; Windows
CE min version 2.11 in flash RON with CE conformance marked CE-FCC-CSA;
Full components of WinCE (Excel/Access/Word/Powerpoint/IEExplorer/CE
services/explorer (file manager); XTCE MSDos emulator or full MSDOS
operation system to complement Win CE; Must be able to execute all
Region 6 forestry software
(Standex/Natcrs/SDR/Travpro/Stockview/PNWFIA); Image/GPS/voice software
capable; Must have MSDOS disk image files as well as MSDOS emulation
software XTCE. Agriculture Acquisition Circular 452.211-71, Equal
Products Offered, include the following in any proposal if other than
brand name or equal is proposed, "Item No.; Brand name or equal product
identified by the Government in this solicitation; Offered product
name; Catalog description or part number; Manufacturer's Name;
Manufacturer's address. The offeror shall include all commercial
warranties that it would offer to the general public in customary
commercial practice for the intended use of the item(s). The Government
will award contract(s) to the responsible offeror(s) whose offer
conforming to the solicitation is most advantageous to the Government
-- price and other factors considered. The following factors will be
used to evaluate quotations: (1) Past Performance (quality, customer
satisfaction, cost control, business relations, timeliness of
performance) and (2) price. Price is of less importance than past
performance evaluation, however, the importance of price may become
greater as the difference between past performance quotes decrease.
Where past performance is determined to be substantially equal, cost
may control award. Award may not be made to the lowest price. Quoters
should provide a listing of major contracts completed in the last 3
years for similar work (include project name/identification, contract
name and telephone number). The following clauses/provisions apply to
this acquisition and are hereby incorporated by reference: FAR
