a combined synopsis/solicitation for commercial items in accordance
with the format in FAR Subpart 12.6 and FAR 13, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotations are being requested and
a written statement will not be issued. This solicitation,
F05611-99T1799, is being issued as a request for quotation (RFQ). This
solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-13. The
Standard Industrial Classification Number is 3571. Requestors must
state their business size on each request. Vendor must be actively
registered with Central Contractor Registry. Include DUNS number with
your response to solicitation. Description: The US Air Force Academy's
Aeronautics Laboratory requires the computational capability to
simulate full scale aircraft very accurately. The Aeronautics
Laboratory also requires the computational capability of investigating
the viability of simulating full aircraft on personal computer
clusters. The objective of this effort is to purchase a parallel
computer capable of running the Fortran 90, Fortran 77, High
Performance Fortran, C, and C++ simulation software necessary to
perform these computations on a large processor array with distributed
memory. Requirements: The computer shall be a turn-key system, with no
assembly, operating system development or programming required on the
part of the user. The computer system shall include 30 Pentium III
processors each operating at a clock speed 500 MHz or higher, with 7.5
Gb or more of random access memory (RAM) distributed evenly with the
processors and 100 Gb or more of hard drive space. The system shall
include all network interface cards, wiring and switches at 100 Base TX
or more, and other hardware necessary to operate as a system. All
processors shall operate together as a distributed processor array,
operating under the central control of the primary operating system.
The system and all its components shall be standard 19 inch rack
mounted with master power in no more than two cabinets, with a single
power on switch for each cabinet. The system shall include a
preinstalled operating system configured to allow the 30 or more
processors to function as a single distributed-memory computing
platform. In addition, the system shall include Fortran 90, Fortran 77,
High Performance Fortran, C and C++ compilers including the Message
Passing Interface (MPI) Library compatible with the above-mentioned
operating system, and capable of parsing out software tasks under user
command in the above compilers. All software included with the system
shall be totally configured and installed so that computational fluid
dynamics codes written to the Fortran 90, Fortran 77, High Performance
Fortran, C and C++ ANSI standards and the MPI version 1.2 standard will
run without modification after compilation. The computer system shall
include software installed and configured to administer the system as
a whole. The contractor shall repair or replace all hardware failures
of central processors and memory for the life of the system, and all
other hardware in accordance with original manufacturer's warranties.
The contractor shall provide unlimited free technical support for any
software anomalies for the first 60 days. The system shall be delivered
within the first 30 days after receipt of order. This is approved as a
sole source acquisition action as authorized by FAR 6.302. However all
interested parties may identify their product by submitting pricing
data, an accurate description of the equipment offered and make and
model numbers of the equipment. Only responses containing this data
will be conducted for the purpose of determining whether to conduct an
or equal competitive procurement. If no favorable responses are
received by close of business 15 days from the date this notice appears
in the CBD; negotiations will be conducted with the lowest priced
source of the Brand name required. Offers are to be received atthe
