78 -- PURCHASE AND INSTALLATION OF SWIMMING POOL BULKHEAD SOL DAPC50-99-R-6043 DUE 083199 POC Robert Batangan (808) 438-6535 ext 199, fax (808) 438-1337 This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6 as supplemented with additional information included in this notice. The announcement constitutes the only solicitation. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number DAPC50-99-R-6043 is issued as Request for Proposals (RFP), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-3. The standard industrial classification code is 5091, with a small business standard of 500 employees. This procurement is set aside 100% for small business. The acquisition is a Firm-fixed Price Contract. DESCRIPTION: Purchase and Installation of a National College Athletic Association approved fabricated one-piece movable bulkhead for the Richardson swimming pool at Schofield Barracks on the Island of Oahu, Hawaii. The swimming pool is 25 meters wide by 103 meters long. The fabricated bulkhead shall include: 10 lane targets (each side) to match existing lane marker measurements, 9 lane attachment anchors (each side) to match existing anchor measurements on pool wall, and 10 starting platform (one side only) facing the shallow end of the pool. Bulkhead is estimated to be 1.2192 meters wide, by 25 meters long. Contractor is required to obtain accurate measurements at the job site prior to construction. Minimum Salient Characteristics: The Bulkhead will be fabricated of: a) One-piece self supporting non-corrosive stainless steel box trass structure; b) Starting platform will be 20" x 23" x 3/16" Single post non-slip; c) Bulkhead will travel to a minimum water depth of 4 feet by method of floatation devices; d) Buoyancy chambers shall effectively eliminate no less than 75% of the gross weight of the bulkhead; e) All welding shall be performed in accordance with procedures established by the American Welding Society, and those of the manufacturer; f) Prior to shipping, the manufacturer shall provide the owner certification of x-ray testing of selected structural welds. The acceptance criteria for the welds shall be in compliance with the American Welding Society Standards and the manufacturer's quality control procedures. REQUIRED DELIVERY DATE: December 15, 1999. The Government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. As a minimum, the proposal shall contain (1) Descriptive Literature to determine product acceptability. (2) Listing of past performance (contract references, include name/address/phone). (3) Ability to meet delivery schedule. (4) Price/Cost for 1 each Purchase and Installation of a National College Athletic Association approved fabricated one-piece movable bulkhead for the Richardson swimming pool at Schofield Barracks on the Island of Oahu, Hawaii. Offerors who fail to follow the format and requirements listed in 1 through 4 may be found unacceptable. Proposals will initially be evaluated for product acceptability. Only proposals with acceptable products will be considered. Award will be made to the responsible offeror on the basis of the lowest evaluated price with acceptable past performance and ability to meet the delivery schedule. The government may award a contract based on initial offers received, without discussion of such offers; therefore, initial offer should contain the offeror's best terms from a cost or price technical standpoint.
