The Department of Commerce/National Oceanic and Atmospheric
Administration/ National Environmental Satellite, Data, and Information
Service (DOC/NOAA/ NESDIS) intends to award a sole source contract to
the University of Wisconsin/Space Science and Engineering Center
(SSEC), to enhance the Java and VisAD applications toward distributed
object science data protocol for advanced collaborations. The period of
performance is one year from date of award. The work to be performed
includes: Integrating the science data protocol with a collaborative
visualization protocol that synchronizes interactions of multiple users
with 3-D visualizations; provide shorthand specialization of the
science data protocol for common earth science data types, such as
images, multi- spectral images, grids, station data, and time sequences
of this data; define Java Bean components for protocol elements so that
visual programming tools can be used to design data flows in network
applications; demonstrate collaborative access to satellite and radar
data via a simple web browser interface. VisAD was developed at the
UW-Madison/SSEC and is used in ongoing VisAD development at NASA and
the National Computational Science Alliance (NCSA) as well as NOAA's
VisAD science data protocol. SSEC has historical knowledge,
documentation, access to GOES data and McIDAS (an interactive hardware
and software computing system for analysis and display of weather and
climate data), as well as a professional staff of scientists,
engineers and computer programmers with a high level of expertise. NOAA
believes that only SSEC is capable of providing the services necessary,
in a cost-effective and timely manner. No solicitation is available.
Respondents to this announcement who believe they have the ability to
provide the services required must identify their interest and
capability and show their capability, including costs, in writing, to
provide these services. This notice of intent is not a request for
