for this solicitation is 1731, size standard is $7M. This solicitation
is part of a Government cost comparison to determine whether
accomplishing the specified work under contract or by Government
performance is more economical. If Government performance is determined
to be more economical, this solicitation will be cancelled and no
contract will be awarded. If contractor performance is determined to be
more economical, the Government anticipates a firm fixed price contract
for Multi-Function Services to include all management, supervision,
administration, personnel, training, travel, data, documentation,
supplies, materials, vehicles, equipment and other items and services
necessary to perform in the following general functional areas: (1)
Administrative Support Services to include the processing of Freedom of
Information Act (FOIA) and Privacy Act information; operate
installation Records Holding Area; process Modern Army Record-Keeping
System (MARKS) inquiries, provide guidance, clarification, and
assistance on MARKS issues, conduct MARKS formal training, and maintain
customer self-inspection checklists; correspondence management; process
customer requests for self-service office copiers; (2) Television
(videography) to include the development of standard procedures for
operation of the VTC facilty and network, and for coordination among
participating sites. (3) Electronic and Communication Equipment to
include receiving and processing customer requests for installation of
intercom systems, public address systems, non-tactical radio systems,
and temporary audio systems. (4) Other Communications and Electronic
Systems to include installation of secure and non-secure digital data
communication and network systems as described in the Statement of
Work, for one base year plus four one-year options for a total of five
years. This is a 100% Small Business Set-Aside. A copy of the RFP may
