708-8367 OSFAP/PSS INTRANET I. SCOPE OF OBJECTIVES The objectives of
this project are to design, develop, and implement an OSFAP Intranet
for PSS and to establish an initial approach and set of standards for
subsequent OSFAP web development activities using this project as a
working model. The results of this task are an OSFAP/PSS operational
Intranet site, Intranet site map, a web interface, site content
architecture, user interface templates and implementation
documentation. II. BACKGROUND The Department of Education (ED), Office
of Student Financial Assistance Programs (OSFAP), Program Systems
Service (PSS) is developing a target architecture based on
Internet/Intranet technology. The project will result in the
development of a OFSA Intranet site, using Web authoring tools and the
Sterling Cool:Gen and Cool:Biz products, to support the many IT
initiatives within OSFA including the Method 1 Software Development
Life Cycle (SDLC). The three-fold purpose of the OSFAP/PSS Intranet is
to be: (1) a mechanism for simultaneous, interactive communications
among its users; (2) a centralized repository for critical
applications, documents, and real-time information used in day-to-day
work; and (3) a tool to coordinate the implementation and communication
of PSS process improvement and systems initiatives. This Intranet site
will be the key knowledge-base for OSFA as it codifies it's
modernization and systems management processes. It will be used as a
base to collaborate and operate as interdisciplinary teams to develop
and link group work communications as OSFA to moves to the
organizational structure. The Intranet will host ED/SDLCM artifacts to
be accessed by OSFA staff to support OSFA product development, links
to Administrative Management Policies and Electronic forms. OSFAP/PSS
envisions that its intranet website will contain and/or require access
to a number of applications including but not limited to, documents
supporting its systems initiatives, models developed using COOL:Biz and
accessed via the Cool:Biz WebViewfeature, and software applications
developed using Cool:Gen. OSFAP/PSS also requires an approach and web
standards from which to communicate to like inter/intranet efforts
within OSFAP and intends to use this project as a model. The Intranet
site will support the following OSFA activities: Internal OSFA
communications including file sharing, e-mail, and download functions
Propagation of Sterling Case Tools Logical Data Modeling support and
standards Dissemination of Virtual Data Center Standards OSFA Employee
Ad-hoc queries and search submissions The Method 1 SDLC The vendor
will define the requirements for the development, test, and training
environments in the Department of Education's Virtual Data Center
(VDC). The VDC is located in Meridan Connecticut. The project
environment will be accessible to both the developer and authorized
Education personnel. Requirements for the OSFA Intranet: 1. Use of the
existing OSFA Intranet/Internet Application Architecture to develop
the project deliverables. 2. Development of planning, requirements,
scheduling, and standards documents that facilitate the communication
of the approach and responsibilities assigned during the implementation
of this project. 3. Ability to use a RAD approach to requirement
analysis, design and deployment of the initial site and subsequent
modifications to enhance features and functionality. 4. Ability to
support the activities listed in the background section. Basic

Service Pack 3) Windows NT 4.0 Option Pack Sterling Cool:Biz and
Cool:Gen Oracle Microsoft Internet Explorer 4.0 Microsoft IIS Server
Microsoft Outlook Express Use of additional software and hardware
components suggested by the vendor are subject to Education approval.
Vendors are requested to respond to this RFI with two (2) copies of the
following information only- 1. Examples of projects they have completed
that : Use the MS-IIS, Oracle, and Sterling Cool:Biz and Cool:Gen
products (including Sterling Case Tools Logical Data Modeling support
and standards) Support Active Server pages, Ad-hoc queries, and search
submissions Use technical design that is flexible, modular, and easy
to alter Support simultaneous, interactive communications among its
users Can support interactive communications and sharing of
methodologies for Method 1 SDLC projects 2. The URL's of successful
projects for OSFA viewing. 3. Project documentation that demonstrates
RAD and deployment. Responses are limited to commercial product
literature and/or capability statements of 4 pages or less. The due
date for the RFI response shall be no later than 4:00 p.m. August 30th,
