published 23 Feb 99, Submission No. 301419, Combined
Synopsis/Solicitation for Commercial Items prepared in accordance with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation is issued as
Request for Proposal (RFP) USZA95-99-R-0024. [AMENDED] to reflect the
following: the contractor shall modify (52) ECUs from the KIOWA Warrior
configuration to the MELB configuration. (At this time, no part number
exists for this configuration; however, one unit has been built and is
under test at Boeing Helicopter supporitng the MELB flight testing.)
The configuration of this item shall include the following:(1) the
configuration currently defined via the test flight sample; (2) 110%
main rotor speed trip point; (3) Variable Collective Pitch Anticipation
Gain Software; (4) Bleed Valve installation with C47 fuel acceleration
schedules; (5) Improved overspeed system power supply; (6) 127% engine
torque limit trip point. The Contractor shall modify (52) HMUs from the
KIOWA Warrior configuration to the MELB configuration. (At this time,
no part number exists for this configuration; however, one unit has
been built and is under test at Boeing Helicopter supporting the MELB
fight testing). The configuration of this item shall include the
following: (1) the configuration currently defined via the test flight
sample; (2) HMU with improbed passivated stainless steel connectors.
The contractor shall provide a means of permitting the unit to download
from the ECU maintenance terminal onto the aircraft specific
maintenance laptop computer and a data item description to accomplish
the maintenance termainal operation at the field level. The contractor
shall provide two each of the following items: (1) Maintenance
Terminal Software Operating Manual for the A/MH-6M with 250-C30R3/M
Engine. (2) Maintenance Terminal Software for the A/MH-6M with
250-C30R3/M Engine. The software shall be provided on a CD ROM. The
software shall be Windows 95 based. The unit will install the software
onto the aircraft's maintenance laptop computer which is dedicated to
each active aircraft. Should a laptop malfunction, the users have
spare laptops that will replace the active unit when the original has
been sent in for maintenance. (3) Interface Cable between the ECU
maintenance terminal port and the laptop computer. (4) Drawing for hte
interface Cable. (5) Written permission and/or license to permit the
government to duplicate the Maintenance Terminal Software Operating
Manual and the Interface Cable and to install the Maintenance Terminal
Software in all of the A/MH-6M aircraft maintenance laptops. DELIVERY
REQUIREMENTS: (1) Five (5) engineering unit shipsets of ECUs and HMUs
shall be delivered to BGAD by 15 Oct 99. (2) The balance of the
ECU/MHU shipsets shall be delivered to BGAD as FAA Certified components
30 days after certification has been obtained at a minimum of ten (10)
shipsets per month. (3) The maintenance terminal software shall be
delivered to BGAD no later than 30 days after FAA certification. (4)
The maintenance terminal software operating manual and the interface
cable drawing shall be distributed as required no later than 15 Sept
99. Accelerated delivery is acceptable. (5) Hardware shipping address
shall be: Raytheon E-Systems, BGAD (Attn: Robert Jones), 2091 Kingston
Highway, Bldg. 233, Richmond, KY 40475-5000, MARK FOR: MELB ECU/HMU.
