cbennett@usaid.gov. Description -- USAID/Caucasus(Georgia) (hereinafter
referred to as USAID) is seeking the technical expertise of an
organization, a consortium or a partnership to implement a three year
activity under the Mission's Strategic Objective (SO) No. 3.1 --
Accelerated Development and Growth of Private Enterprise. The
Integrated Program Support for Micro-Small-Medium Enterprises (IPS-SME)
represents the foundation of the Mission's new strategy to accelerate
growth and development of Micro-Small-Medium Enterprises (hereinafter
referred to as SMEs). This activity will go well beyond previous USAID
support to the sector (primarily direct firm level technical
assistance) by offering an integrated package of interventions targeted
on the primary constraints to SME development in Georgia today. The
objective is to accelerate SME expansion in the more dynamic sectors of
the economy where there are clearly opportunities for significant
employment, income and business growth over the next 3-5 years.
Contractor requirements under this activity shall include Program
Management and Coordination, Legal/Regulatory Reform, Capacity
Building/Technology Transfer, Access to Credit and Public Education.
USAID anticipates the award of a three year Cost Plus Award Fee (CPAF),
performance based type contract. While USAID has identified specific
targets to be achieved under various activity components, the
successful offeror will have significant latitude to propose targets
that shall contribute to the success of intermediate level results, and
in some instances SO-level results. The preferred method of
distribution of USAID procurement information is via the internet or by
request of a solicitation on a 3.5" Floppy Disk. If you require a copy
of the solicitation in paper form, you must specifically ask for it,
but you will not receive both a copy in paper form and a floppy disk.
