Notice of intent to award follow-on sole source IDIQ contract to design, procure, install, and implement processes to recover mercury and silver from dry silver/zinc, wet silver/zinc, mercury, and mercury/cadmium batteries located at NUWC, Hawthorne, NV. This action is follow on to recently completed process feasibility analysis completed by SECOR International Inc., which demonstrated technical feasibility of reclamation of specialized US Navy batteries. Contract based on implementation of proprietary processes developed by SECOR International Inc, Redmond, Washington 98052. Sole source contract necessary to avoid duplication of research and development work performed by SECOR under prior contract, a time-intensive and expensive effort,which would jeopardize completion of the project by the required delivery date of 9/30/00. This acquisition conducted under authority of FAR 6.302-1. This is not a request for proposal. A determination of the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government, although all responses will be considered.
