This is the third and final synopsis as required by FAR 5.205(e) for the Office of Management and Budget (OMB) Circular A-76 Study of the Civil Engineering function at Cheyenne Mountain Air Station (CMAS), CO. The 21ST Contracting Squadron (21 CONS/LGCZA), Peterson AFB, CO, is preparing to release a Request for Proposal (RFP) for the OMB Circular A-76 Cost Study for the 721ST Civil Engineering Squadron at CMAS Colorado. We intend to perform this study for the purposes of converting functions now being performed by military and civilian Air Force organic resources assigned to the 721ST CE Squadron to either a Most-Efficient-Organization (MEO) operation or a contractor operated activity based upon competitive proposals. The 721ST Civil Engineering Squadron_s services include, but are not limited to, 24 hours per day, seven days per week of infrastructure maintenance, facility maintenance, physical plant operations, Power Conditioning and Continuation Interfacing Equipment (PCCIE), Real Property InstalledEquipment (RPIE), environmental protection services, Heating/Ventilation/Air Conditioning (HVAC) operation and maintenance, domestic and industrial water supply operations, real property management, tunnel and/or mining type maintenance requirements, management of government furnished property and equipment and financial management. The Standard Industrial Code (SIC) for this acquisition is 8744 and the Size Standard is $20 Million. The majority of the work will be performed in a highly secure, underground environment at CMAS. A Fixed Price Incentive Contract with an Award Fee is contemplated. The proposed contract arrangement will also include a several Cost Reimbursable Line Items (no fee) for the Phase-In, Logistics Support, Travel and Special Interest Requirements. The proposed duration of this effort includes a four-month Phase-In, a one-year basic performance period with four-one year options. Also included will be a Phase-Out consideration with a performance period and contract arrangement to be determined. The Basic performance period is anticipated to commence on 1 April 2001 with the Phase-In period expected to start on 1 December 2000. This acquisition will be pursued on a full and open unrestricted basis. However, a requirement for an enhanced subcontracting plan will be included as part of the solicitation. The final RFP is expected to be issued on our Electronic Posting System (EPS) at www.eps.gov on or about 24 September 1999. No paper copies of the solicitation documents will be made available by the government. A pre-proposal conference is expected to occur approximately 5 October 1999 and the proposal due date is anticipated to be approximately 24 December 1999. See Section L of the RFP for the specific instructions regarding the pre-proposal conference. The pre-proposal conference will be unclassified.
