commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
This is a solicitation document and its incorporated provisions are
those in effect through Federal Acquisition Circular 97-13. The
requirement is as follows: BACKGROUND: The Department of Health and
Human Services (HHS), Office of the Assistant Secretary for Management
and Budget (ASMB), Office of Grants and Acquisition
Management(OGAM)has a requirement for educational/performance support
services. These services may be potentially ordered in the areas of
instructional design, course development and electronic learning
systems. HHS is planning to award an indefinite delivery/indefinite
quantity task order contract for services to develop self-learning
training courses and performance support tools for the purpose of
presenting responsibilities and relationships of a given subject area
in typical day to day events in the areas of logistics, acquisition,
small business, grants, and audit resolution and cost policy. OGAM
seeks to design, implement and deliver competency-based electronic
learning and online certification to the desktop via an electronic
performance support network and establish as necessary, a professional
certification program in OGAM with the goal of accomplishing
substantive and measurable performance improvement. The purpose of this
acquisition is to contract for services to provide integrated,
effective training, performance support, and knowledge repositories
enabling OGAM's customers in the operating divisions and outside
organizations to fully develop their knowledge, skills and abilities.
SCOPE OF WORK: Contractor will be required to develop competency based
training products by acquiring and reviewing existing training-related
resources; and capturing other required resources such as best
practices, questions, references, and interviews. The data and
knowledge gained during this process will be incorporated into the
training courses. The development approach shall be phased, modular,
quickly updateable, practical, low risk and performance improvement
oriented. OGAM seeks to use world-wide web technology as the primary
delivery mechanism for OGAM training and certification programs. This
electronic learning/performance support network will attempt to utilize
solutions from the worlds of electronic learning, performance support
and knowledge management to provide a full curriculum certification
program and performance support tools to the HHS community. A specific
requirement of this system is that all courses and certifications of
course completion be conducted electronically through the
learning/performance support network and be available 24 hours a day,
7 days per week, 365 days per year. A key module of this system and a
basic building block of the curriculum to be developed by the
Department will be a "Desk Reference" on the web delivered directly to
the employee's desktop by the learning/performance support network.
This desk reference may also be deployed on CD-ROM. Work under task
orders may fall into one of three phases. Phase I may present relevant
and up to date textual and graphical context and content developed by,
and integrated with, expertise with HHS and outside subject matter
experts for learning, performance improvement and OGAM knowledge
management. Phase II may introduce tutor/student dialog in the
instruction, practice testing and online course completion
certification. Phase III may be the development of audio and video
formats as the HHS infrastructure allows to provide for additional user
preferences. The period of performance will be for one year with four
option periods of one year each. The provision at FAR 52.212-1,
Instructions to Offerors-Commercial, applies to this acquisition.
Submissions shall consist of a pricing proposal that fully details the
standard hourly fees for professional labor in 12 point font; and a
technical proposal not to exceed 10 pages, in 12 point font, consisting
of a cover sheet on letterhead stationary listing the RFP being
responded to, the offeror's name, location, and telephone/fax numbers,
and including : 1)a statement indicating understanding of the
statement of work; 2) resumes for all proposed professional personnel,
including any relevant past and/or current experience, education, or
training, references, along with statements of availability; 3) a
minimum of (3) three samples of offeror developed large-scale web and
CD-ROM course development and bodies of knowledge in the subject matter
areas targeted for development by OGAM to include development and
deployment of electronic certification testing with course completion
printout at the desktop. Resumes and samples are not subject to the
page limitation. The price and technical proposals should address this
requirement in sufficient detail that the following criteria can be
used to evaluate submissions: Past Performance-Weight
60%/Technical-Weight 30%/Price-Weight 10%. Past performance submissions
shall include the names, addresses, and telephone numbers of 3
references for work performed on similar projects in the past three
years. The areas of past performance to be evaluated are: 1)
Demonstrated ability to develop competency-based training products by
acquiring and reviewing off-the-shelf training-related resources; and
capturing other required resources such as best practices, questions,
references, and interviews. Also show how that data and knowledge
gained during this process was transferred to other mediums such as the
world wide web and/or CD-ROM. 2) Demonstrated ability to identify
certification program best practices and lessons learned relative to
policy, personnel systems, and organizational recognition. 3)
Demonstrated ability to develop a learning/performance support system
to create, codify and use organizational learning information,
knowledge and management tools while supporting collaborative
workgroups within an organization. 4) Demonstrated ability to support
the system by providing a fully indexed central location for organizing
resources, policy guidance, best practices, lessons learned, and data
and reports for an organization. 5) Demonstrated ability to provide: a)
a direct link to workflow, with ease of viewing and ability to launch
documents; b) a user-friendly searching capability based on profiles,
content search or a combination; c) capability for immediate access to
internal and external information; and d) ability to automate document
security based on profile fields. Technical submissions should address
the following: 1) Offeror should demonstrate understanding of the
statement of work. (20%), Offeror should demonstrate ability to fulfill
the obligations described in the statement of work (5%), and Offeror
should demonstrate the qualifications and experience of personnel
available to do the work (5%). Offerors must include a completed copy
of the provision at FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items, with their offer. The clause at FAR
52.212-4, Contract Terms and Conditions- Commercial Items, applies to
