PURPOSE: The Air Force intends to issue the solicitation for the Dyess Housing Privatization Project on or after 1 September 1999. The Dyess housing goal is to provide access to safe, quality, affordable housing, in a community where military families will choose to live. The Government contemplates encouraging, through a Government direct loan, a private developer to design, build, own, manage, and maintain a minimum of 402 new quality apartments and townhomes for military members to rent. The successful offeror will own the land and housing units. During Step 1 proposals will be evaluated on a qualified/highly qualified basis to determine offerors qualified to proceed to Step 2. During Step 2, detailed proposals will be obtained and evaluated to determine the successful offeror using a "best value" strategy. The "best value" strategy is used to encourage maximum flexibility in proposal development and to select the proposal that best realizes the Dyess housing goal and demonstrates the private party's commitment to a long-term relationship with Dyess Air Force Base.
