Upgrade and expand the existing fuel storage and delivery system to
parked KC-135 aircraft. Base work includes: a) Extension of the
existing hydrant fuel system ramp piping system to allow for the
addition of 10 new hydrant pits and removal of 4 existing hydrant pits
and associated isolation vault in existing airfield pavement.
Reconfigure existing aircraft blast deflectors and install 3 new
KC-135R aircraft blast deflectors. b) Extension of the existing Pump
House "A" hydrant fuel system ramp piping system to allow for the
addition of 9 new (and 1 optional) hydrant pits and removal of 2
existing vaults in existing airfield pavement. c) Construction of a new
Type III pumphouse, two (2) 10,000 BBL above-ground fuel storage tanks,
two (2) truck fill stands (with containment), a Hydrant Hose Truck
check-out stand (with containment), a 4,000 gallon product recovery
tank, and associated electrical appurtenances. d) Removal of excavated
contaminated soil associated with new fuel pipe construction. e)
Relocation of existing steam expansion loop with in-line expansion
joint in new vault. Optional work includes: a) Demolition of an
existing pump house including removal of ten (10) 50,000 gallon, one
(1) 3,000 gallon, and one (1) 1,000 gallon underground fuel tanks, and
demolition of an adjacent office building. These buildings contain
asbestos (siding, pump house and piping insulation) and lead-based
painted metal. b) Provide additional airfield paving, aircraft parking
area associated with optional hydrant fuel pit. All work tasks shall
be completed in accordance with the plans and specifications package.
AVAILABILITY: This Solicitation will be issued as an Electronic Bid Set
(EBS) on CD-ROM format only. EBS CD-ROM disks with plans and specs
available on or about 8 Oct 99 at no charge per set. EBS CD-ROM disks
will be issued on a first come, first served basis until supply is
exhausted. No phone requests accepted. Refer to IFB Number
DACA67-00-R-0004 when ordering. Requests MUST BE IN WRITING and be
received before bid documents will be mailed. Requests may be made: (1)

picked up from the Plans Room Monday thru Friday between the hours of
7:30 AM and 3:30 PM. Submit requests by 1 Oct 99. Estimated dollar
value is in the range of $10 Million to $25 Million and completion
period is 650 days. Standard Industrial Classification Code is 1542.
Project is open to both large and small business. If you are a large
business and your bid or proposal will exceed $1,000,000 you will be
required to submit a subcontracting plan. For the purposes of this
procurement a concern is considered a small business if its average
